-Gov’t might wanna make one Municipal on Northwest and Ordos is the perfect one but only need to carve "Dongsheng District" out. Dongsheng District is 2,137 km² and is large enough to be a municipal otherwise incorporate more area around it to 10,000Km². A name change so Ordos can retain Ordos and the new municipal don’t conflict with the large Prefecture .

2.Shenzhen
-No need to explain, Guangzhou can be the power house of Guangdong, Shenzhen can be a municipal
3.Kashgar
-Poor area and extreme West, so making it municipal can bring the Uighur there into an urban and a better life. But of course have to make the city area smaller, maybe around 5000Km². Change the name of the city using another Uighur name so Kashgar Prefecture can retain the "Kashgar" title.
