Gov. Schwarzenegger toured Quallion, a designer and manufacturer of state-of-the-art lithium ion cells and battery packs, and held a press conference to highlight a proposal to exempt the purchase of green tech manufacturing equipment from the sales tax in his California Jobs Initiative.
