  • The Next Wave Of GDP-Killing State Budget Slashing Begins

    Most state budgets have been walloped by the financial crisis. But, as we noted in November, 10 are really bad, like California bad.

    Now, the real pain is coming.

    Decrying budget shortfalls is an abstract exercise, but service cuts, increased taxes, and layoffs are all very real, and when they happen, GDP falls.

    Paul Krugman once referred to states that slash their budgets as Little Herbert Hoovers.

    It's a bleak picture. Based on historical precedent, state budgets are likely to get worse, bottoming long after the national economy, with costs rising faster than revenue.

    Methodology notes: The top ten ranking is taken from a November 2009 Pew Center on the States study. The ranking looks at budget gaps, foreclosure rates, lost state revenues, unemployment, money-management practices, and where "super-majority" requirements are killing efforts to fix the financial mess. Scores for each category are tallied for an overall ranking. We bring you the top 10, counting down from bad to worst. The higher score, the bigger the crisis. California gets a 30, while the national average is 17.

    The deficit numbers are taken from a December 2009 Center on Budget and Policy Priorities' State Fiscal Project study.

    Don’t get too excited about these sets. They will not be available until August. That’s eight months from now. By that time, other manufacturers will probably hop on the wireless HDMI and 3D bandwagon. Hopefully they will copy the QWERTY remote too.

Johnson, the 30-year-old daughter of New York Jets owner Woody Johnson and heiress to the Johnson & Johnson empire, was found dead in her Los Angeles home early Monday. She leaves behind a 6-year-old daughter Ava and “fiancee” Tila Tequila.

    Casey is also being remembered by her famous pals, like Hilton, who grew up with the blonde outside Los Angeles.

    Look, we know that a sensor announcement falls on the dull side of magical, but without them there wouldn’t be any new cameras now would there? So listen in when we tell you about the 14.6 megapixel CMOS sensor from OmniVision capable of shooting stills or 1080p video at 60 fps (with some pixel binning). The 1/2.33-inch OV14810 sensor features an active array of 4,416 x 3,312 backside illuminated pixels capable of 15fps at full resolution. Omnivision is also sampling its new OV14825 for mobile applications. Both should start appearing in still / video cams and mobile phones shortly after they hit mass production in Q2 of the year twenty-ten.

  • Oil Above $81 For The First Time In 15 Months

    Freezing temperatures and signs of an improving economy drove oil to $81.51 a barrel Monday, the highest it’s been since October 9, 2008, The New York Times reports.

    Increased manufacturing activity and auto sales in December could help prices continue to rise, as traders anticipate a recovering economy.

    The eighth consecutive trading day of higher prices was also attributed to a dispute between Russia and Belarus that could result in higher export taxes on oil sent to Belarus for European markets.

    Heating oil futures also rose to the highest level in over a year, and gasoline was up 6 cents in the past week after a period of continued decline.

    Most energy analysts still say it’s too early to begin predicting any significant price increases for oil or gas, however, as oil has fluctuated between roughly $70 and $80 per barrel since July.

    hi guys, was in college a few weeks ago in a class called urban and regional economics and our lecture shocked us by showing the growing stats of Dublin city, it seems to be on every newspaper artical and tv that by 2020 it will be the size of Los Angeles with only a quarter of the population (2.1 million),should its growth continue, currently is the fastst growing city in europe, has the worst urban sprawl in europe and is growing nearly 4 times that of amsterdam, a city roughly the same size as dublin.

    So i was thinking..whats the largest in europe by area> is there much of a difference between the bigger cities?

  • Apple Stores have no gift registries. Bummer.

    Lauren and I were chatting with Megan over on iChat today and trying to figure out how to set up her gift registry for her upcoming nuptials with her hawt Astrophysicist boyfriend. Of course, Megan is dying for one of those awesome iPhone remote dodads but we thought that we’d just go for more of a general Apple Store registry thing. I gave my local Apple Store a call to ask how we could get it established. The gentleman at the other end of the phone was polite. Perplexed but polite.

    “Um…A gift registry? I don’t think we’ve ever been asked THAT before,” he said. “We don’t have one. We’re kind of a specialized store, you know.” Yes, we do know. And it’s the kind of specialization that we like. But even Home Depot has a gift registry service, so what’s the hold-up Apple? Don’t you realize that geeks get married and have babies too?

    Sadly, it looks like Megan must rely on word of mouth instead. Don’t forget, Apple does have a limit on how many gift certificates you can redeem at any one time online. I think it’s something like 4 cards for online purchases but unlimited for in-store ones. Check with an Apple representative for details.

  • UT, Knox County Schools to Partner in Education Leader Training Program

    KNOXVILLE — The Center for Educational Leadership, a collaborative venture between the Department of Educational Leadership and Policy Studies in the College of Education, Health and Human Sciences and Knox County Schools, is being established at the University of Tennessee, Knoxville, with funding from a private gift.

    “The center will be the centerpiece of an innovative educational leadership development system that will purposefully and aggressively grow the next generation of outstanding leadership for our schools,” said Bob Rider, dean of the College of Education, Health and Human Sciences.

    The center will consist of five components: The Leadership Academy, which will prepare school principals; The Educational Leadership Institute, a summer institute for school leaders; The Executive Leadership Institute, a summer institute for district-level leaders; The Leadership Resource Center, providing a variety of professional development opportunities; and job-embedded support for current principals.

    “The significant needs and challenges associated with a 21st-century education require a significant shift in the way we prepare school leaders,” Rider said. “Expectations and accountability are intense for schools and school leaders, and today’s leaders must recognize they no longer can rely on intuition, tradition or convenience in making decisions about the best practices and strategies to improve student academic performance.”

    Vincent Anfara, chair of the college’s Department of Educational Leadership and Policy Studies, which will oversee The Center for Educational Leadership, said a national search for a director to head up the center is now under way.

    Anfara said he’s laying the groundwork for different components of the center, including talking to area school districts and other UT colleges about possible partnerships.

    “This new way of preparing school leaders calls for a multidisciplinary approach involving not only the College of Education, Health and Human Sciences, but also school districts, and university faculty from the areas of business, law, social work, communication, information technology and others,” he said.

    Principal Training Programs

    Among the most visible aspect of The Center for Educational Leadership will be UT’s collaboration with the Knox County Schools to prepare new principals through a new full-time, intensive 18-month fellowship program.

    “This partnership with The University of Tennessee is a key strategy to achieving our goal of ‘Excellence for All Children,’” said Knox County Schools Superintendent Jim McIntyre. “We know that leadership matters in any organization, but in public education strong, effective leadership has a tremendous impact on our ability to successfully educate our children.”

    Knox County Schools and The Center for Educational Leadership will identify 10 to 12 talented aspiring principals for the program each year through a highly selective admissions process. The first cohort of students will begin in the summer of 2010.

    Knox County Schools will pay the fellows — many of whom will already be employees in the district — a salary as they complete the principal training program.

    “Candidates in the program will spend four days a week working in a school with an experienced and excellent mentor principal,” McIntyre said. “The fifth day will be spent in coursework and seminars with professors and expert practitioners. We believe this model will provide the Knox County Schools with an established pipeline of well-prepared, instructionally focused school leaders for many years to come.”

    To conclude the program, students will participate in a project that will integrate their learning across the many curricular areas of the Academy, and will include an electronic portfolio documenting the student’s proficiency in school leadership, and a public presentation about the 18-month experience. Fellows will graduate from the program with a master’s or education specialist degree and state principal license.

    “We are fortunate to currently enjoy solid principal leadership in our school district, but this partnership will help us to become more deliberate about identifying and developing the next generation of effective school leaders in the Knox County Schools,” McIntyre said. “Recognizing the incredible demands on today’s school principals, The Leadership Academy will assist us in condensing and abbreviating the learning curve for aspiring school principals so that they can focus from day one on being an effective educational leader.”

    In addition to the fellowship program, the Department of Educational Leadership and Policy Studies will continue to offer a “revised and retooled” two-year, graduate program for aspiring principals that typically caters to working teachers.

    Rider said the college’s principal-training programs are going to be “a very unique approach to how principals are trained.”

    In the past, principals often earned their posts through longevity; after working in a school district for many years they were “promoted” into administration. Now, Rider said, principals need a wide range of skills that aren’t learned by teaching alone.

    The curricula of both the traditional and fellowship principal-training programs are being planned with those new needs in mind and in alignment with the standards of the Interstate School Leaders Licensure Consortium, and the state of Tennessee’s Instructional Leadership (TILS) standards.

    Coursework will include teaching, learning and assessment; teacher recruitment, training, retention and evaluation; conflict resolution; school law; data-driven leadership; issues related to equity and diversity in schools, school finance and budgeting; critical technology issues; and school security and media relations.

    Warren Buffett just voted “no” on Kraft’s proposal to issue more shares for Cadbury.

    Well right now he doesn’t want to give Kraft a blank check, but there’s still a little hope:

    Omaha, NE (BRK.A; BRK.B) Berkshire Hathaway has voted “no” on Kraft’s proposal to authorize the issuance of up to 370 million shares to facilitate the acquisition of Cadbury. Berkshire, taking into account both its own holdings and those of its pension funds, believes that the 138,272,500 Kraft shares it owns – 9.4% of the total outstanding – make it the company’s largest shareholder.

    The share-issuance proposal, if enacted, will give Kraft a blank check allowing it to change its offer to Cadbury – in any way it wishes – from the transaction presented to shareholders in the proxy statement. And we worry very much that, indeed, there will be an additional change from the revision announced this morning. To state the matter simply, a shareholder voting “yes” today is authorizing a huge transaction without knowing its cost or the means of payment.

    Our understanding is that Kraft must announce its final offer for Cadbury by January 19th. If we conclude at that point that the offer does not destroy value for Kraft shareholders, we will change our vote to “yes.” At this time, however, we believe no shareholder should vote “yes” when he can’t possibly know what he is voting for.

    Nearly four years ago, Jeffrey Katzenberg, one of the most influential persons in American Cinema, was inspired while watching the adventure-filled Christmas animated movie, “The Polar Express” in three dimensions (3-D). The DreamWorks Animation CEO gathered his team immediately afterwards. “I have seen the future of cinema, and it is 3-D,” he said. “…Whoever gets into it at the beginning … is going to profit the most.”

    The Addis Abeba entertainment scene is finally catching up to this trend as Matti Multiplex Cinema is in the process of procuring 3-D film screening equipment at a cost of over seven million Br. The cinema administration is consulting with Christie Digital Systems, a Canadian company whose projectors are used on more digital screens worldwide than any other manufacturer, to purchase one such projector needed for the screenings.

    “The imaging equipment under survey includes a digital media server – a hard drive system, similar to a computer’s hard disk – that will replace the 35mm reels and DVDs with a storage device,” says Sofonias Yifru, cinema manager. “The combination of the server, together with an assortment of lenses, will all have 35mm, high definition, 3-D capability.”

    Do not forget the continuous supply of 3-D glasses to be dispensed to audiences every show, as well.

    The 50-unit Dolby 6.1 format sound system, already installed in the third-floor cinema hall, is said to be compatible with the new projection system as one of the prerequisites for the project, according to the manager. The installation is planned for this auditorium, which is also a multipurpose hall, and one of three cinemas the multiplex houses. It is the largest of the group, with a seating capacity of 438 persons, 78 of which are in the balcony (VIP section).

    The move was decided partly due to the demands and expectations of audiences.

    “They had come to watch movies that were released [worldwide] in 3D, but we were not ready for that,” Yisfalem Asrat, acting general manager, said.

    The other portion of the decision was based on the fact that Hollywood is now releasing much of the big movies in 3-D, as Katzenberg predicted. The US box office grossed unprecedented earnings that put the blockbusters of previous decades to shame. The biggest earning movies of 2009 were dominated by 3-D movies, of which “Avatar,” the James Cameron-directed 3-D movie premiered worldwide at 236 million dollars, breaking the opening record in the US. The movie is currently showing at Matti in its 2-D version.

    “We expect at least 18 3-D movies to be released in 2010 alone, mainly from Disney,” Sofonias said.

    Although the cinema officials claim that no plans are set on the prices the 3-D experience will incur on the audience, they say the assessment showed the move to be a viable venture. In a January 2009 review of the market, 3-D theaters in the US showing the same film as a 2-D theater sold 3.5 times as many tickets.

    The spectacle of the three dimensional film was first projected in Ethiopia on the occasion of the arrival of the World Cup in Addis Abeba, on November 2009. The Millennium Hall hosted the event with over 200 people attending every screening.

    “The experience was impeccable,” Tilahun Hailemichael says. “I mean come on. I still have the glasses from the show. I am going to be the first in line when this thing materialises.”

    Brehan Ayele, who was also present at the screening of the history of football and the World Cup said few things startled him in his life as this 3-D experience did.

    “It is a very personalised approach to entertainment, in my opinion,” he says. “It appeals to you and your senses alone. I did not even notice anything around me.”

    The one thing these two men seem to agree on is the quality and realistic impression of the animated portions of the football film. The actual footage: not so much. They both believe it will be a heart-racing show for thrillers and action movies.

    The deals with the Hollywood distributors work on an income-sharing basis, according to Yisfalem.

    “We have strong ties with Disney and Warner Brothers, and they are happy with the work we are doing,” he stated. “We hope for the 3-D venture to continue in the same manner. Moreover, the quality of the screenings will not be compromised as the 35mm films, too, used to be projected through digital projectors,” Yisfalem says.

    Matti has already screened 2-D versions of 3-D Hollywood releases including “Up,” “Cloudy, with a Chance of Meatballs”, “Ice Age 3”, and the recent disaster movie “2012.” It is currently showing 2-D versions of the three-dimensional releases “A Christmas Carol” starring Jim Carrey and “Avatar.”

    Known for introducing Hollywood flicks within days of their release, the cinema has been setting trends by bringing new films with Amharic subtitles. Furthering its scope of business and reaching additional audiences, it opened a branch in Mekelle, in February 2009.
