  • Electricity Plays Key Role in Kyrgyzstan Uprising

    WRI’s Davida Wood answers questions on the current situation in Kyrgyzstan and its link to electricity governance.

    The recent political upheaval and violent protests that rocked Kyrgyzstan – sparked in part by sharp hikes in tariffs for electricity and heat – serve as a reminder of the importance of the electric power sector in Central Asia.

    In 2009, WRI’s Electricity Governance Initiative (EGI) supported local partners in Kyrgyzstan and Tajikistan to conduct the first comprehensive Electricity Governance Assessments in their countries. These assessments allow civil society to gather data on the transparency, accountability, and inclusivity of a country’s electricity sector.

    What has led up to the current tensions in Kyrgyzstan?

    Since President Bakiyev was elected in the wake of the Tulip Revolution in 2005, Kyrgyz citizens have been increasingly disappointed by the failure of the new government to improve economic opportunity and deliver on vital services. At the same time, there has been an erosion of civil liberties and a rising perception of increased corruption.

    These trends were manifested in the electricity sector, where mismanagement of the privatization process resulted in poor sector performance. In 2008 Kyrygzstan entered an energy crisis and rolling blackouts were imposed throughout the country. One of the key issues that triggered this latest revolt was rising electricity tariffs. The price of electricity was set to increase 100% starting on January 1, 2010, with plans for further increases.

    As electricity companies are writing off debt and electricity rations are being imposed, there are no mechanisms for holding the government accountable.

    Why have electricity costs increased so much?

    In the former Soviet Union, there was universal access to electricity, and the service was virtually free of charge to citizens. A challenge for the former Soviet republics has been to develop a tariff system where the prices for electricity gradually increase to the point where the revenues cover the costs of electricity. The problem is exacerbated because the Soviet-era equipment is badly in need of upgrading, and also because trading patterns have been disrupted. Fuel – which Kyrgyzstan used to have easy access to from neighboring Soviet republics in exchange for hydropower – is now a globally traded commodity. So Kyrgyzstan has to either find ways to pay near market prices, or become energy independent by increasing its capacity to generate hydropower. Both of these are expensive options. Hence the need to increase tariffs.

    Why are people so upset about the tariffs?

    There is strong suspicion that tariff revenues are not being put to good use. Electricity companies continue to run at a loss, and services have deteriorated. Fundamental to the expectation that people pay for services is public confidence in the institutions which set prices, plan for improvements, and oversee sector performance. But basic good governance procedures have been withdrawn. Annual reports from the Ministry for Industry, Energy and Fuel Resources – once posted on the ministry website – are no longer publically available. The regulatory department has been weakened and the practice of public hearings for tariff increases has been suspended. So at the same time as electricity companies are writing off debt and electricity rations are being imposed, there are no mechanisms for holding the government accountable. People do not believe that the increased prices will help improve sector performance until financial oversight is improved and corruption is addressed.

    Will privatization of electricity companies help with corruption?

    It is possible. But the government will still have to play a role in issuing licenses, approving tariff revisions, and monitoring service quality. Kyrgyzstan’s privatization process is not off to a good start. SeverElectro, the first of the four state-owned distribution companies to be privatized, is said to have been sold for $3 million, well below what the public believes to be its true value, given investment in this company and the value of its assets. The problem is that there has been no transparency around asset valuation, nor around the criteria for selecting a buyer. This is another key issue that has fueled public anger. The basic ingredients of a credible market-based democracy are still lacking. Under these circumstances, privatization is not the answer.

    Is there any optimism that the situation would improve under a new government?

    Roza Otunbaeva, the interim President, has been at the forefront of the critique of mismanagement of the electricity sector. She has made statements that reflect a grasp of the governance issues that need to be addressed, and has been supportive of civil society working on these issues, including WRI’s Electricity Governance Initiative (EGI) partners in Kyrgyzstan. In her remarks at the launch of EGI’s governance assessment report (which she attended in her capacity as Deputy of Parliament), she stated that:


    Transparent, reasonable, competent governance of the energy sector is a public issue, and it is necessary to discuss it, not only by means of barricades, posters and slogans, but also by means of governance principles. I was very glad to hear there are some approaches and initiatives that exist and are practiced in the energy sector, which will lead us to competent public participation.

    The interim government, which Otunbaeva heads, needs to ensure that the necessary framework to enable informed public participation in electric power sector decision making is created. Without such participation, building a more transparent, accountable and efficient sector is impossible in Kyrgyzstan. EGI’s tools are designed to foster precisely these improvements.

    EGI’s lead partner in Kyrgyzstan, Civic Environmental Foundation UNISON, continues to publish monthly updates and analysis on electricity issues, as well as a detailed chronology of events. These will be available in English later this week.

  • New CTA trains make first run PHOTOS

    – The train was loaded and ready to go at the 95th Street Red Line terminal at 7:30 a.m., but the brakes refused to release on the third car of the eight-car train. As a gaggle of workers from the CTA and manufacturer Bombardier tried to troubleshoot the problem, everyone was ordered off the new train and onto a train of older cars built in the 1980s.

    After a delay of 10 minutes, the new train was underway. A number of riders commented on the smoother acceleration and braking, one of the benefits of switching to alternating current motors.

    Another problem developed on the first southbound trip, when a pair of doors on the front car failed. This time, after trying to get it to work at several stations, workers slapped an “out of order” sign on the uncooperative doors.

    CTA spokesperson Wanda Taylor called the problems minor, and said that is why the cars will continue to be tested in service until next spring, before the final go-ahead is given to build the rest of the 406 new ‘L’ cars.

    Taylor said each of the 10 cars recently delivered to CTA will be tested on all eight of its rapid transit lines. Changes will be made to the cars as needed, and the changes will be incorporated in the rest of the production run for the new cars.

    Because the cars remain officially “in testing,” Taylor said they will continue to carry additional personnel. In addition to the operator, an instructor will ride at first to make sure the operators understand how to operate the train. It’s different from anything else CTA owns.

    And she said that representatives from Bombardier will be aboard throughout the testing to monitor how the trains run and troubleshoot any glitches that occur.

    The capacity of the cars, said to be 123 including standing riders, did not get a workout on the first northbound trip because of the problems getting underway. But heading southbound from Howard at 9 a.m., the train was jammed with late rush-hour riders.

    Riders were split on the New York-style seats. Most riders on the new cars face each other and the windows, instead of facing the front or back of the car. Some complained of not having enough elbow room. Others said they like the new arrangement because it allows them to stand up and walk off without having to ask anyone on the outside to move.

  • U.S. Gives Karzai Vote of Confidence

    Special Representative for Afghanistan and Pakistan Richard C. Holbrooke echoed assurances by Secretaries Clinton and Gates that Afghan President Karzai is still a reliable partner to the U.S.

    “There was a period where the waters got roiled a little bit, but that period is over,” he told gathered reporters in a State Department briefing on Monday.

    The vote of confidence from the ambassador is the latest in a string of assurances from administration officials in advance of Karzai’s May 10th arrival in Washington. The White House had initiated the invitation, but threatened to cancel after the Afghan president’s inflammatory comments earlier this month.

    But Ambassador Holbrooke says he was heartened by President Karzai’s attendance at last week’s Review of Concept Drill, an event hosted by Holbrooke and U.S. military commander for the Middle East General Petraeus, aimed at discussing civilian-military plans in Afghanistan. “It was a very important, symbolic statement that we have to move forward and focus on the future, and that’s what we’re doing,” he said.

    Holbrooke noted that the session that followed was the most substantive meeting he’s had with the Afghan president to date. “I base what I said on my personal observations and interactions with President Karzai,” he said. “It was a very serious, substantial meeting in which neither he nor we even mentioned these issues.”

    In addition to his May 12th meeting at the White House, President Karzai is expected to attend State Department meetings with Afghan cabinet ministers and U.S. government officials. Holbrooke noted that tentative plans for the visit include an open forum to be co-chaired by Secretary of State Hillary Clinton and the Afghan president.

    Asked what caused the tension in the first place, Holbrooke only responded, “I leave that for you to judge.”

  • Embassy Suites Wants To Sell You Bedding And Alarm Clocks

    Embassy Suites plans to launch a site next month that will let people buy sheets, comforters, pillows, coffee pots, and alarm clocks just like the ones in their hotel rooms, reports national hotel paper USA Today. A Hilton executive in charge of the Embassy brand says the company doesn’t plan to make much money off of it and that the items will be priced below retail, but I’m not sure that means you’ll find any bargains.

    Hilton’s Hampton Inn chain, which already sells its products over the Internet, sold $1.7 million worth of items last year so “it’s a drop in the ocean,” Holthouser told me. “You’re not doing this to make money.”

    The bigger motive for Embassy Suites is to accommodate guests who want to buy these items, he said.

    “For us, it’s not a revenue stream. It’s really just about taking care of guests who quite frankly want to engage with (the brand),” he said. “At best, for us it’s a break-even proposition.”

    Since the Embassy store isn’t open yet, I visited the Hampton store mentioned above and comparison shopped. These aren’t exact duplicates, but a hookless shower curtain from the hamptonhomecollection.com website is priced at $45, while a similar item is listed on the not-exactly-cheap bedbathandbeyond.com website for $40.

  • Cookbook Called For “Ground Black People”

    The “Pasta Bible” is getting pulped because a recipe for spelt tagliatelle with sardines and prosciutto called for “salt and freshly ground black people.”

    “We’re mortified that this has become an issue of any kind and why anyone would be offended, we don’t know,” Penguin Group Australia’s head of publishing, Bob Sessions, told The Sydney Morning Herald. He added that “if anyone is small-minded enough to complain about this … silly mistake, we will happily replace (the book) for them.”

    None of the books already on the shelves will be recalled because it would be “extremely hard,” according to Sessions.

  • Study: Multivitamin Use May Lower Breast Cancer Risk

    Study: Multivitamin use may lower breast cancer risk Women who take multivitamins and calcium tablets on a daily basis may have a significantly decreased risk of being diagnosed with breast cancer, according to a new study recently presented at the American Association for Cancer Research’s annual meeting.

    Lead author Jaime Matta and his colleagues from the Ponce School of Medicine in Puerto Rico found that while nutrient supplementation did not result in an immediate breast cancer risk reduction, it was linked to positive long-term effects when taken over many years.

    For the study, the research team compared the lifestyle habits of 268 breast cancer sufferers to those of 457 healthy women. They found that women who routinely took multivitamins reduced their risk of developing the disease by nearly 30 percent compared to the control group. Furthermore, those who took nutritional supplements and calcium tablets reduced their risk by more than 40 percent.

    Matta concluded that vitamin supplements may help subjugate cancer risk by enhancing DNA repair capacity.

    "This process involves at least five separate pathways and is critical for maintaining genomic stability," he said. "When the DNA is not repaired, it leads to mutation that leads to cancer."

  • Teaching Economics with Children’s Literature: The Economy

    Introduction and Summary

    The Economy written by Terence O’Hara gives an in-depth look at the economy of the United States and includes topics such as, free enterprise, the law of supply and demand, how businesses work, business cycles, and different types of economies from around the world.  This book is an excellent introduction into how our economy works because it gives readers real-world examples of the topics listed above.  For example, in explaining supply and demand, O’Hara talks about the “Playstation 2″ video gaming system.  “In 200o, the Sony Corporation came out with Playstation 2, the hottest home video gaming system ever.  If you could find it in a store, it cost anywhere between $100 and $200.  The problem was you couldn’t find it in any store.  Demand was so high…that sores ran out of them.  But the demand for the new game machines didn’t go away just because the supply was limited.  So the cost went through the roof.” (p. 23 & 24)  Some other real world examples are how Henry Ford created the first assembly line when it came to building cars.  Now all car manufacturers use the assembly line in order to produce automobiles.  In the section of “how businesses work,” O’Hara talks about how banking helps our economy grow, from small independent contractors to large corporations.  Banks take a risk by lending people money in order to start businesses.  This leads into the topic of “business cycles.”  If banks take too much of a risk, it can cause banks to fail which can lead us into a bear market or even a depression.  O’Hara gives a progression of how the economy used to be in the past and gives fact-based information on how our economy has evolved.

    Curriculum Connections

    This book would be good for teachers to read to students who are in upper elementary classes due to its technical nature.  There are several terms which would not be suited for younger elementary students, such as capitalism, inflation, bull and bear markets, globalization, etc.  The book does talk about cost and opportunity cost.   “There are no free lunches…everything, even if you think it’s free costs something.  Every decision a person makes is rooted in cost-benefit analysis: in other words, what will it cost me and what will I get out of it?” (p.25)  He gives the example of a student sharpening her pencil.  Her writing might be clearer but she may interrupt the teacher. (VA SOL 3.9)  Several of the topics involve our use of natural resources, such as corn.  He talks about human resources, such as the industrial revolution, and capital resources, such as robots installing fiber optic cables in sewers.  (VA SOL 2.7)  This book expands on those SOLs.  There are no illustrations in the book but there are good pictures of past and present.

  • Micromet Highlights Breadth and Potency of BiTE Antibody Platform at AACR Annual Meeting

    – Data suggest that majority of oncology indications addressable through BiTE antibody approach –

    BiTE® antibodies are designed to direct the body’s cytotoxic, or cell-destroying, T cells against tumor cells, and represent a new therapeutic approach to cancer therapy.   • Facebook Addresses Feature and Privacy Setting Overload With More Features and Privacy Settings

    Facebook today is rolling out the first set of launches around its f8 developer conference this week, making user profiles more dynamic by transforming static interests (like cooking or hiking, or a certain band) into “community pages.” And it’s taking the opportunity to realign its privacy controls yet again, into two categories: information that a user owns — “personal information and posts” and information that’s jointly owned — “friends, tags and connections.” These are features and alignments that makes sense, but they add yet more complexity to topics — like privacy — that many users are confused by or not interested in.

    The good news for privacy worrywarts is that they’ll now be able to control who sees their friend list, current city and pages — information that had previously defaulted to public. Hiding friend lists was Facebook’s most-requested privacy feature, said product marketing manager Ana Yang on a call about the new features. Half of Facebook’s users have customized their privacy settings to date, about 20 percent before December and 30 percent since the big controversial revision at that time.

    As for making profiles more dynamic, Facebook will also be revising its understanding of user interests. All users will today be asked about displaying the interests and institutions they’re already affiliated with more prominently in their profiles. And instead of becoming fans of pages, they’ll now indicate their affiliation by “liking” them.

    The company noted that three times more people have connected to an official brand page than filled out the text on their profiles about what they were interested in, so the new “community pages” are meant to fill that gap. They can be started by anyone, and they use Wikipedia text licensed by Facebook to provide information about a topic as well as user contributions. “Our goal with pages is to create the best collection of shared knowledge on a topic, but obviously we’re not there yet,” Yang said. She said she expects there to be some redundant community pages, and that Facebook will evaluate them later in the beta rollout.

    Facebook has also built new features that enable users to drag and drop their most current interests in their profile and for visitors to see hovercards when they mouse over interests to learn more about them. Pages are public by default.

  • NEWS RELEASE: Environmental Courts Becoming More Popular Worldwide, but Steps Needed for Improvement

    The number of specialized courts that resolve environmental issues has grown from only a handful in the 1970s to more than 350 in 41 countries. And while past research has studied a few courts in one or two countries, The Access Initiative of the World Resources Institute (WRI) today releases the first comprehensive global report on the status of these courts.

    “The dramatic growth in the number of these courts is the result of growth in the complexity of environmental laws and in public awareness of environmental problems,” said George Pring, who coauthored the report – Greening Justice: Creating and Improving Environmental Courts and Tribunals, being released here at an event at WRI – with his wife Catherine Pring.

    She added, “Considering there has been so much growth in this area, there has not been a lot of cross-border learning going on. We wanted to examine these courts first-hand. And what we discovered is that there are 12 essential elements that go into making environmental courts successful.”

    Those “12 essential elements” depend on the legal framework, political system, and goals for each country establishing these courts – which, in the report, are referred to as “environmental courts and tribunals” (ECTs). They include type of forum, legal jurisdiction, ECT decisional levels, geographic area, case volume, standing, costs, access to scientific and technical expertise, availability of alternative dispute resolution expertise, competence of ECT judges and decision-makers, case management, and enforcement tools and remedies.

    The report’s findings are the result of site visits by the Prings to 33 ECTs in 21 countries and interviews with 150 ECT-experienced justices and judges, prosecutors, court staff, government officials, private-sector attorneys, nongovernmental organizations, and academics.

    Over the last three decades, ECTs in many countries have responded to environmental challenges. Good examples include Australia, New Zealand, Brazil, Sweden, and Canada. Major ECT developments are also happening in India, China, Latin America, Asia, and Africa. The report includes a full list of the known ECTs worldwide.

    “Greening Justice examines plenty of innovative models around the world, but the bottom line is that most citizens still lack adequate access to justice. Further, the research that would help us better understand the effectiveness and promise of these institutions is almost non-existent,” said Lalanath de Silva, director of The Access Initiative at WRI.

    With new ECTs being proposed, considered, or developed around the globe, most recently in Chile, Bolivia, Thailand, the Philippines, China, Abu Dhabi, India, and Hawaii, it appears that the increase in ECTs and their ongoing reform and improvement will continue.

  • Market Powers Higher As Investors Realize SEC’s Case vs. Goldman Sachs Is Weak

    As more information comes to light in the SEC vs. Goldman Sachs (GS), the case looks more and more porous. Actually, not just porous but partisan.

    We can’t help but wonder whether this has something to do with the fact that the market has totally reversed itself, overcoming earlier losses, as traders realize that this case probably isn’t the end of the world.

    Not only is the Dow up 50, but even Goldman Sachs itself is in the green, suggesting that at least for now, Friday’s panic is gone.
