  • Prescription Drug Overdoses On The Rise: Study

    The number of Americans who have been injured by tranquilizer, sedative and painkiller overdoses has jumped 65% in recent years, making prescription drug poisoning the second leading cause of unintentional injury death in the U.S., scientists report. 

    According to a report issued on Wednesday by the American Journal of Preventative Medicine (PDF), prescription drug poisoning now surpasses automobile accidents as the leading cause of unintentional injury death among people between the ages of 35 and 54, and a scientific study to be published in the journal next month will show how prescription drug overdoses have skyrocketed since 2006.

    Researchers from the West Virginia University School of Medicine say that the number of people hospitalized due to overdoses from drugs like OxyContin, fentanyl and morphine are now 65% higher than they were from 1999 through 2006. That number is twice the increase seen in hospitalizations for other drugs. Intentional poisonings using these drugs either illegally or in attempted suicides rose 130%, while accidental overdoses rose about 37%, researchers estimate.

    The increases represent a rise from about 43,000 people hospitalized for painkiller overdoses every year, to about 71,000. The drug that saw the largest increase in poisoning hospitalizations was methadone, for which the rate of injury jumped 400%. Overdoses and hospitalizations for injuries from benzodiazepines, like Valium, increased 39%, while injuries from barbiturates and antidepressants have actually decreased.

    The study comes as more attention has been focused on the abuse of prescription drugs. Earlier this week, the FDA announced that it has approved a new tamper-resistant version of OxyContin, which is supposed to resist efforts to cut, chew, or crush the pills in order to defeat the slow medication release design of the pills.

    In 2008, about half a million people used OxyContin for non-medical reasons for the first time, according to data collected by the U.S. Substance Abuse and Mental Health Services Administration’s National Survey on Drug Use and Health.

  • Water Disclosure Project Releases Surveys to 300 Companies

    Questionnaire focuses on usage, operations and supply chains and management strategies in water-intensive sectors.

    The Carbon Disclosure Project, a non-profit that compiles global corporate climate change data, announced the launch of a questionnaire today that will poll 300 businesses in water-intensive industries to release detailed information about their usage of the precious resource.

    This is the first time that the independent British-based organization is applying its model for emissions’ measurements to water. Companies will measure and disclose information on their water usage, explore the risks and opportunities in their operations and supply chains, as well as water management and improvement plans.

    The results, which will be published in late 2010, will give the companies and their investors new tools to analyze water-related risks and bottom line opportunities.

    Marcus Norton, head of the water disclosure program, said the survey’s broad acceptance is a sign that companies are beginning to understand water as an important part of their supply chain.

    “Companies will need to operate in a water-constrained world,” Norton told Circle of Blue. “Investors will be very interested in knowing that it’s a part of their long-term planning.”

    Companies participating this year are concentrated in water-intensive sectors, and includes  Ford, L’Oréal, PepsiCo and Reed Elsevier already signed on. More than 130 financial institutions with a combined $16 trillion in assets, which includes Allianz Group, HSBC, ING, and National Australia Bank, are also contributing, according to a CDP press release.

    The questionnaire has three general categories: water management and governance, water-related risks, and metrics. The first group of questions asks how companies work with various parties, from governments to local groups, when it comes to their water supply. Investors interested in these businesses, Norton said, want to know how companies are anticipating the dangers of operating in water-scarce regions.

    Norton said CDP designed the survey to collect meaningful data that doesn’t create an excessive reporting burden. While it’s a “rocky” process that will develop over many years, companies have no incentive to mislead shareholders, Norton said.

    While carbon emissions have the same effect on London as they do on Michigan, the effect of water scarcity varies across the globe, making useful data harder to gather. This makes localized information the most valuable, according to Norton.
    “Until you look at that I don’t think the data is truly meaningful,” he said.
    CDP aims to use the project as a lens that connects local and global water issues that will, in turn, give companies and investors far more information, awareness and understanding.

    “This is an iterative process of improvement,” Norton said. “We’ll be developing modules for different industries and sectors.”

    Eventually, Norton will use the survey’s first year to explore ways the survey should expand and hopes to prioritize two additional categories: the largest, most water-intensive companies and the regions with the worst water scarcity.
    Meanwhile Norton says this project will advance global awareness of the water crisis in the coming years.

    “I’ve heard people describe us with water as where we were with carbon and climate change five years ago.”

    Companies have until July 31 to respond to CDP’s survey.

  • Federal judge grants delay in American Indian trust settlement

    [JURIST] US district court judge James Robertson granted Congress additional time Thursday to approve a $3.4 billion settlement against the government in a class action lawsuit brought for its alleged mismanagement of American Indian trust funds. The delay, the third since the settlement was reached in December, moves the congressional approval date from April 16 to May 28. Though Roberston approved the latest delay, he warned government lawyers that this is the last delay he will grant, stating that he will summon Secretary of the Interior Ken Salazar if Congress fails to act within the time granted. Pending congressional approval, the settlement will be the largest American Indian claim ever approved by the US government and will end a fourteen year legal battle.
    Congress established the Indian trust in 1887 to hold proceeds from government-arranged leases of Indian lands. In July, the US Court of Appeals for the District of Columbia ordered the US Department of Interior to provide an accounting of the trust to the court. In 2008, Roberston rejected plaintiffs’ claims that the government had engaged in fraud, but held that the DOI “unreasonably delayed” the accounting of billions of dollars of American Indian money. The case went to trial in June 2008, after the plaintiffs rejected a 2007 settlement proposal from the government.

  • College Health Insurance Often Flunks Quality Test, Cuomo Says

    cuomoMany college health-insurance plans fail to provide students with minimum coverage and often pay out far less in benefits than they collect in premiums, New York State Attorney General Andrew M. Cuomo says.

    Plans with low coverage limits, numerous exclusions and high premiums “leave students at risk while providing massive profits for insurance companies,” the high-profile AG and likely NYS gubernatorial candidate said in a statement yesterday. He said his office has subpoenaed 10 insurers that are big players in the college health market as well as five insurance brokers, agents and others in the field.

    Aetna, one of those receiving a subpoena requesting information, defended its plans. “The plans are very affordable based on the population; they average about $1,100 a year” and cover students “at home, at school and even internationally,” a spokesman told the New York Times.

    A big issue here is the loss ratio — how much of their premiums collected are paid out in benefits. Plans in NYS usually have to have a ratio of at least 65% but Cuomo’s investigation found college plans that didn’t. Under the new federal health overhaul, most large plans, including college-sponsored offerings, the NYT says, will be required to have loss ratios of 85%.

    But the federal overhaul will affect the college plans in another way because parents will be able to keep coverage for children until their offspring reach age 26, likely cutting into the college market. Cuomo said the college market — made up of generally healthy students — produces more than $1 billion in revenue for the insurers, which charge premiums anywhere from $100 to $2,500 a year for each policy.

    Cuomo has written to more than 300 colleges advising them to check their plans for shortcomings and for conflicts with the new fed rules. No legal action has resulted from any of this, but memories are still fresh about Cuomo’s probe into student-loan practices that shook up a lot of colleges and lenders starting in 2007.

  • The Real Truth About the iPad: A Non-Early Adopter Tests It Out, Pronounces It Lckig=ng (Typed on an iPad)

    If you’re a fan of the TV show Supernatural, as the writer of this essay is, then at this point you might think a demon has taken possession of my colleague Wade Roush, who of course writes his World Wide Wade column every (or almost every) Friday.

    That would not be correct. But a demon of sorts took over me, which led to me taking over this column. I got a little fed up (in a nice way) with all the ‘iPad this’ and ‘iPad that’ I’d been hearing. Wade got up at 5:00 am last Saturday to buy one, he polled readers about it, he carried it all over the office. If you went to an editorial meeting around here, there was Wade trying (I say trying) to take notes on his ‘Pad. If you looked in his office, there was Wade, head craned down (read on about that), sitting in a guest chair typing notes on his iPad, his once busy laptop perched forlornly on his desk.

    So last night as I was leaving work and Wade was just beginning today’s column, I said, “Why don’t you bag your column and I’ll write it for you, and I’ll write the truth about the iPad, which is that it will NEVER be a breakthrough success.”

    To which Wade responded, “It sold half a million units already!” To which I said, “They marketed the hell out of it.” At which point Wade turned over his iPad to me for the night and I set out to do a quick and dirty, impressionistic, bullet-point review.

    And you know what? I stand by my first impression. While it has all sorts of cool features, is beautifully designed, and all that, the iPad will never become anything close to the breakthrough success the iPod or the iPhone have been. That’s because:

    1) The iPad is a coffee table book waiting to happen. Very nice, very fun to look through and play with. But it…

    2) Doesn’t solve a core problem or address a core need.

    3) It’s just plain a size that, while nice, is non-essential (it doesn’t work as a desktop device, it’s too small to be your home TV, and it’s far too big to be truly portable).

    4) Typing, including the ergonomics of typing, is disastrous on the iPad. It adds a zillion extra characters if you merely rest your fingers on the screen the way you would rest them on a physical keypad, and so you are forced to look at the screen with each letter you type. If you are a touch typist, you are POL (Pad Outta Luck). And you will assuredly get a stiff neck to boot (remember that image of Wade bent over his iPad?).

    5) There’s something else wrong with the iPad, which many have noted before me, and that’s Apple’s notorious refusal to allow Flash to run on its mobile devices. The iPad’s whole point is to be a fun, recreational device. But when I went to my beloved KenKen puzzles at NYTimes.com, they didn’t load. Just as I was imagining having an iPad hanging out in my living room so I could at least pick it up and read the paper and do some puzzles when I had a moment of leisure…that reality hit me hard.

    6) On a somewhat related point, others have complained about the lack of a camera. You gotta be kidding me. Who would want to hold up something the size of a clipboard to take a picture? What it really needs is video conferencing, another shortcoming, at least at the moment.

    So that’s my quick take. Yes, some things are fantastic and seem truly perfect for the iPad’s size and shape—like Autodesk’s Sketchpad, or some game apps, or browsing through a book like The Elements. And yes, Apple will undoubtedly sell a good number of iPads.

    But unlike the iPod, which let you carry music to the gym, on the subway, or anywhere you wanted to go, or the iPhone, which opened a world of apps in a form factor that works seamlessly with our modern lifestyle, the iPad is a novelty, really. And the vast, vast majority of people just aren’t going to want to lug it around, a truth that will ultimately discourage many people from buying it (especially for $499 or more), despite Apple’s marketing blitz. In the end, the iPad will look great on a coffee table, or maybe sitting by your bed, waiting for its 20 minutes each night.

    So I’m gladly (well, mostly gladly) giving Wade’s iPad—and his column (extremely gladly)—back to him.

  • Barrier Reef shipping must stay on radar

    With containment devices now deployed and efforts underway to remove oil from the stricken Shen Neng 1 coal carrier, Prime Minister Kevin Rudd must now commit to a formal and comprehensive review of shipping in the Great Barrier Reef.

    As attempts to prevent a major environmental catastrophe continue, the Rudd Government must demonstrate how it plans to lower the risks to vulnerable and sensitive marine areas from impacts associated with shipping accidents, starting with a broad-reaching review.

    “What this incident shows, along with the previous ship groundings over the last ten years, is that the system is not foolproof,” said WWF Australia spokesperson Richard Leck.

    “Currently there appear to be a number of black holes in the way shipping is managed in the Great Barrier Reef leading to an unacceptable level of risk.

    “The Prime Minister’s initial comments that Great Barrier Reef shipping needs closer scrutiny are a good start but we are urging the Government to undertake a formal review of this incident and the threats posed by shipping traffic to the reef.”

    As part of this formal review process, WWF recommends the following measures are considered:

    • All large commercial vessels travelling within all parts of the Great Barrier Reef World Heritage Area be required to have qualified and experienced pilots on board;
    • Effective Vessel Tracking Systems be implemented or extended to cover the entire area of the Great Barrier Reef;
    • A review of shipping routes inside and outside the Great Barrier Reef be conducted, with a focus on narrow channels and proximity to reef habitats, mindful of the need to maximise safety factors for vessels and crew, for example during cyclone seasons, as well as minimise environmental risk.

    “For the past ten years, WWF has consistently called for significant improvements in the way shipping is managed in the Great Barrier Reef. This incident is yet another wake up call that improvements are needed. Governments need to act now to commit to a review and subsequently on recommendations,” Mr Leck said.

    “The global outrage over the Shen Neng 1 grounding has shown us that the world never wants to see another preventable incident happening in amongst the coral reefs, turtle nesting grounds, and sea bird breeding sites of the Great Barrier Reef.”

  • Twitter’s Translation Problem

    For all the hype and all the discussion, the thousands of apps surrounding the service and our constant amazement at how fast or slow it grows, one point noted in a Twitter blog last night might bring us all back down to Earth for a moment – Twitter just became multilingual less than six months ago.

    If you’re wondering, there are as many, if not more, Spanish speakers in the world as English. While Twitter is bragging about its expanding international audience, the next time you find yourself wondering why the service hasn’t absolutely exploded on the worldwide stage, look at its translation issues.

    Now, this wasn’t the main point of Twitter’s blog post, which tells us that more than 60% of Twitter accounts come from outside the U.S. But, it didn’t seem like a rather noteworthy point.

    According to the company, the addition of a Spanish-language Twitter website saw an “immediate 50% boost in signups from Spanish-speaking countries.” After the earthquake in Chile, signups “spiked 1200% and nearly all of those were using Spanish as their language.”

    The reason we make this comparison is to remind ourselves of how infantile Twitter really is. We compare it to Facebook all too often, and that much-repeated statistic of 400 million users, but we don’t bother to note that Facebook is also translated into more than 60 languages.

    So, while Twitter is not only striving to reach mainstream America, it is still only offered in two languages and it’s a bit of a surprise that it’s become as international a service as it has. While the blog brags that Indian politicians have spurned a recent growth in India, the country is also host the second largest number of English speakers worldwide.

    Jack Dorsey on Translation

    When ReadWriteWeb founder Richard MacManus recently spoke with Twitter co-founder Jack Dorsey and artist, architectural designer, activist and blogger Ai Weiwei, the question of translating Twitter was a central theme of the discussion.

    “Why don’t you provide a Chinese language access to Twitter? Once you have this, you will have 100 times more audience,” asked Ai Weiwei. “Is it possible for you to provide Chinese access to Twitter? I need a clear answer, yes or no.”

    “I would say yes, its just a matter of time,” replied Dorsey. “It’s a matter of getting over techinical restraints.”

    Dorsey explained that translation was an issue of scale and said that, just as was the case with Facebook, Twitter was being translated by its users. Dorsey admitted that if Twitter were translated into a local language, the people would immediately understand it, but that “it’s a major failing of the technology right now that it’s not.”

    “The end goal,” Dorsey said “is end-to-end translation in every language.”

    According to Dorsey, it is just a question of time and mostly a technological issue. Given Twitter’s problems with scaling the service, making it work for every character set creates some issues for Twitter because of the legacy framework that Twitter established in its early days. Currently, the company doesn’t really have the resources to devote to this. Doresey did, however, argue that users already know how the service is meant to work and understand the setup of the Twitter page.

    We do have to ask – how hard is it to translate the little text we actually interact with on Twitter? Facebook, with all of its advertising pages, account pages, settings pages, and whatever else, is absolutely huge. Twitter, on the other hand, is rather small. We’re pretty sure Twitter would have no problem finding some Chinese speakers to translate the login page and the account settings and whatever else, pro bono. And, as noted in the conversation with MacManus, Ai Weiwei and Dorsey, the benefits of a more translated Twitter could be world-changing.

    Although Laguna Seca has never hosted a Formula 1 race, the storied race track has still seen plenty of F1 cars go around its 2.2 miles of tarmac. Dozens of vintage F1 racers can be seen at the historic races every August, and even a handful of modern F1 cars have even made brief yet impressive appearances.

    Come this August, however, there will be an unusual amount of Formula 1 race cars at Laguna Seca. The newly renamed Monterey Motorsports Reunion plans to celebrate the 60th anniversary of the world’s greatest racing series by hosting some of the most legendary race cars of all time. The 1976 Tyrrell P34 “six-wheeler,” a 1967 Lotus 49, a 1969 Ferrari 312 and a 1980 Ferrari 312T5 will be among those on track.   • Levin Expresses ‘Regret’ and ‘Respect’ Over Stupak Retirement

    Just released from Sen. Carl Levin (D-Mich.):

    Bart Stupak is a public servant of great integrity and genuine conscience.  I deeply regret his decision from a public perspective, but I also respect and understand his decision because of the longevity of his service and the tremendous sacrifice that his service has entailed for him and his family.

    Stupak, who was on the hot seat for months amidst the debate over health care reform, will officially announce his retirement later today. The 18-year House veteran told The Associated Press that the criticisms he took over his stand on abortion during that debate weren’t the reason he’s stepping down.

Financial terms of the deal were not disclosed, and it’s not yet clear how Nokia will integrate Metacarta’s technology into its mobile offerings, which include navigation services through the Ovi Maps application. Nokia’s terse press release said only that the 30-person startup’s technology will be “used in the area of local search in location and other service.”










  • Report: 2012 Range Rover will lose weight, may get up to 33 mpg

    According to European media reports, a new lightweight Range Rover with a roomier, more luxurious interior is on its way in autumn 2012. The new Range Rover is also expected to average 40 mpg (33 mpg in U.S. terms).

    Known as that all-alloy Range Rover, the model will also serve as the basis of the new Range Rover Sport, which for the first time will be offered with a seven-seat cabin. AutoCar reports that both models are currently in their final stages of engineering and will be signed off in the middle of this year.

    While the new Range Rover will have a similar footprint as today’s model, it will grow by 25 mm and will get a lower roofline to reduce bulk and cut aerodynamic drag.

    The UK will get two diesel engines at launch including a 300-hp TDV8 and a 260-hp TDV6. Both will be mated to an 8-speed ZF automatic gearbox with stop/start technology.

    A diesel hybrid is also in the works.
