With many rich nations failing to
\nmeet Kyoto Protocol goals, top climate expert R K Pachauri on Wednesday
\nsaid a \u201cstronger and firmer\u201d regime envisaging punitive
\naction against the defaulters awaits in a new climate treaty, whenever
\nit is framed. \u201cKyoto Protocol did not work as it does not
\nhave provisions for stringent measures against the defaulters.<\/span><\/p>\n

\u201cBut there is clearly strong expression (among global
\ncommunity) for punitive measures of sort against those countries that
\ndon\u2019t meet their commitments,\u201d Pachauri said noting that
\nthe rich nations were not serious in taking any legally binding
\ncommitments.<\/p>\n

\u201cThey (developed countries) just want to push the burden on
\nthe developing countries which have done pretty well to combat climate
\nchange, whether it was taking up CDM projects or submitting national
\ncommunication on climate change to the UN\u2026,\u201d he told
\nreporters.<\/p>\n
