Hussman, Ph.D. &#8211;<\/strong>&nbsp; &#8230; The Treasury&#8217;s action last week completes this circle. It provides a surprise pledge of public resources to make these mortgage loans whole, and <strong>an unlegislated commitment to make the \u201cimplicit\u201d backing of Fannie Mae and Freddie Mac explicit. All without debate, and without the force of public will. &#8230;<\/strong> This policy is likely to lead to far more delinquencies. &#8230; <strong>What will be a game-changer is if Congress fails to recognize that the Treasury&#8217;s action is at minimum an evasion, and possibly a usurpation of powers that are enumerated to Congress alone.<\/strong> If Congress does not forcefully defend that prerogative \u2013 even if it ultimately ends up voting for exactly the same policy \u2013 it will have relinquished the power of fiscal policymaking into the hands of unelected bureaucrats &#8230; &#8211; <a href=\"http:\/\/www.hussmanfunds.com\/wmc\/wmc100104.htm\">Hussman Funds<\/a> <br \/>&#8212;&#8212;&#8212;&#8212;<\/p>\n<p><a href=\"http:\/\/mortgagenewsclips.com\/wp-content\/uploads\/2010\/01\/reuters3.png\"><img loading=\"lazy\" decoding=\"async\" style=\"border-right-width: 0px; border-top-width: 0px; border-bottom-width: 0px; border-left-width: 0px\" border=\"0\" alt=\"reuters\" src=\"http:\/\/mortgagenewsclips.com\/wp-content\/uploads\/2010\/01\/reuters_thumb3.png\" width=\"153\" height=\"51\"><\/a> <\/p>\n<p><strong>Fed economist calls for US government MBS guarantees &#8211; &#8230; &#8220;There ought to be government-backed ABS,&#8221; said Fed economist Wayne Passmore<\/strong> in a presentation to the American Economic Association. &#8230; &#8211; <a href=\"http:\/\/www.reuters.com\/article\/idUSN0320287220100103?type=marketsNews\">Reuters<\/a> <\/p>\n<p>&#8212;&#8212;&#8212;&#8212;<\/p>\n<p><a href=\"http:\/\/mortgagenewsclips.com\/wp-content\/uploads\/2010\/01\/cumberland1.png\"><img loading=\"lazy\" decoding=\"async\" style=\"border-right-width: 0px; border-top-width: 0px; border-bottom-width: 0px; border-left-width: 0px\" border=\"0\" alt=\"cumberland1\" src=\"http:\/\/mortgagenewsclips.com\/wp-content\/uploads\/2010\/01\/cumberland1_thumb.png\" width=\"131\" height=\"58\"><\/a> <\/p>\n<p><strong>Fannie and Freddie<\/strong> &#8211; Peter Demirali &#8211; &#8230; If they had realized those losses, they would need to go to Congress and request additional funding. This explains why Treasury decided under the cloak of midnight to relax the unwinding and shrinking of these two institutions, and did it before Congress got involved.
