Weiss <\/p>\n<p>Despite <a href=\"http:\/\/www.politico.com\/news\/stories\/1209\/30984.html\">speculation from a<br \/>few Beltway pundits<\/a>, recent events suggest that there is momentum for the<br \/>passage of a comprehensive clean energy and global warming legislation in 2010.<br \/>Sen. Lindsay Graham&#8217;s (R-S.C.) commitment to work with Sens. John Kerry<br \/>(D-Mass.) and Joe Lieberman (I-Conn.) to craft legislation is a significant political<br \/>breakthrough.<\/p>\n<p><\/p>\n<p>Sen. Graham voted<br \/>against earlier global warming bills, including those authored by his friend<br \/>Sen. John McCain (R-Ariz.). Recently, <a href=\"http:\/\/lgraham.senate.gov\/public\/index.cfm?FuseAction=PressRoom.PressReleases&amp;ContentRecord_id=a44d7035-802a-23ad-4495-00a6a8356ce1&amp;Region_id=&amp;Issue_id=\">Sen.<br \/>Graham recognized<\/a> that reducing carbon pollution by putting a price on it<br \/>would &#8220;allow alternative energy sources<br \/>to become more economically viable resulting in a cleaner environment. It is in<br \/>our own national security interests to achieve energy independence and curb our<br \/>pollution problem.&#8221;&nbsp; &nbsp;<\/p>\n<p><\/p>\n<p>The <a href=\"http:\/\/www.americanprogress.org\/issues\/2009\/12\/lessons_learned.html\">Copenhagen<br \/>Accord<\/a>, while far from perfect, also sets the stage for Senate action in<br \/>2010. President Obama&#8217;s leadership led<br \/>to China and India&#8217;s first<br \/>ever agreements to reduce their pollution rates. The accord also includes a<br \/>compromise between the United States<br \/>and China<br \/>to verify pollution reductions according to rigorous and transparent guidelines<br \/>depending on the source of financing for the reductions. All reductions are<br \/>subject to &#8220;international consultation and analysis.&#8221; These agreements should address the concern<br \/>that the United States will reduce its pollution while<br \/>these and other developing countries do little to reduce their emissions.<\/p>\n<p><\/p>\n<p>The public continues to support action to reduce global<br \/>warming pollution despite the worst economy in 70 years, the brouhaha over<br \/>emails stolen from climate scientists, and $100 million in scare mongering ads<br \/>by big oil and other special interests. The <a href=\"http:\/\/climateprogress.org\/2009\/12\/18\/public-opinion-stunner-washpost-abc-poll-finds-strong-support-for-global-warming-reductions-despite-relentless-big-oil-and-anti-science-attacks\/\">Washington<br \/>Post-ABC News poll<\/a> released the week of Dec. 14 showed<br \/>that by more than 2-1 Americans want to &#8220;regulate the release of greenhouse<br \/>gases from sources like power plants, cars, and factories in an effort to reduce<br \/>global warming.&#8221; The Post poll found that three of five voters would support reductions<br \/>in greenhouse gas pollution even if it &#8220;raised your monthly expenses by 10 dollars<br \/>a month.&#8221; And 55 percent would still<br \/>support reductions if it &#8220;raised your monthly energy expenses by 25 dollars a<br \/>month.&#8221; The Associated Press-Stanford<br \/> University poll found<br \/>similar results.<\/p>\n<p><\/p>\n<p>The <a href=\"http:\/\/www.nytimes.com\/2009\/02\/28\/science\/earth\/28capntrade.html?scp=24&amp;sq=John+Broder&amp;st=nyt\">mainstream<br \/>media<\/a> has written the <a href=\"http:\/\/www.politico.com\/news\/stories\/0609\/23922.html\">obituary<\/a> for<br \/>comprehensive clean energy legislation at every step of the process.
