{"id":156201,"date":"2010-01-08T15:45:35","date_gmt":"2010-01-08T20:45:35","guid":{"rendered":"tag:business.theatlantic.com,2010:\/\/3.33206"},"modified":"2010-01-08T15:38:23","modified_gmt":"2010-01-08T20:38:23","slug":"the-limits-of-incentives-in-energy-policy","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/156201","title":{"rendered":"The Limits of Incentives in Energy Policy"},"content":{"rendered":"<p>Bradford Plumer makes a <a href=\"http:\/\/\/\">really excellent point here<\/a> about how prices and incentives and good energy policy don&#8217;t always align, and still won&#8217;t even if we pass cap and trade:<\/p>\n<blockquote>\n<p>A renter might notice<br \/>\nthat his windows are leaky and the refrigerator is old and<br \/>\ndecrepit&#8211;and that all this waste is hell on the monthly electric<br \/>\nbill&#8211;but he&#8217;s not going to caulk the windows for a place he&#8217;ll move<br \/>\nout of in a few years. And the landlord, meanwhile, isn&#8217;t paying the<br \/>\nenergy bill, so why should he buy a new fridge? No one&#8217;s behaving<br \/>\nirrationally here&#8211;it&#8217;s just that the incentives don&#8217;t align in favor<br \/>\nof efficiency. And a price on emissions wouldn&#8217;t necessarily fix this.<br \/>\nThat&#8217;s why, in some cases, there&#8217;s a rationale for well-designed<br \/>\nregulations in addition to a carbon cap.<\/p>\n<\/blockquote>\n<p>This pivots off an interblog discussion about whether there are lots of firms passing up profits by not adopting &#8220;pollution-abatement&#8221; policies, like the ones in the graph below.<\/p>\n<p>\t<!-- begin blogger thumbs --><\/p>\n<p><!----> <\/p>\n<p><!-- end blogger thumbs --><\/p>\n<p><span class=\"mt-enclosure mt-enclosure-image\" style=\"display: inline;\"><a href=\"http:\/\/voices.washingtonpost.com\/ezra-klein\/assets_c\/2009\/12\/Greenhouse_Gas_Emissions_Executive_Summary.pdf%20-%20Google%20Docs_1262106150597.html\" onclick=\"window.open('http:\/\/voices.washingtonpost.com\/ezra-klein\/assets_c\/2009\/12\/Greenhouse_Gas_Emissions_Executive_Summary.pdf - Google Docs_1262106150597.html','popup','width=851,height=590,scrollbars=no,resizable=no,toolbar=no,directories=no,location=no,menubar=no,status=no,left=0,top=0'); return false\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/voices.washingtonpost.com\/ezra-klein\/assets_c\/2009\/12\/Greenhouse_Gas_Emissions_Executive_Summary.pdf%20-%20Google%20Docs_1262106150597-thumb-454x314.jpeg\" alt=\"Greenhouse_Gas_Emissions_Executive_Summary.pdf - Google Docs_1262106150597.jpeg\" class=\"mt-image-center\" style=\"margin: 0pt auto 20px; text-align: center; display: block;\" height=\"314\" width=\"454\" \/><\/a><\/span><\/p>\n<p>Last year EnerNOC, an energy efficiency consulting company, <a href=\"http:\/\/blogs.wsj.com\/environmentalcapital\/2010\/01\/08\/urban-wasteland-tackling-energy-waste-in-skyscrapers\/\">located<\/a><br \/>\n$100,000 in energy savings for Morgan Stanley&#8217;s Times Square offices<br \/>\n(they were keeping the elevator machinery rooms as cool as the<br \/>\ncorporate suite, and things like that). Morgan Stanley&#8217;s profit in the<br \/>\nfirst three quarters of 2009 was more than $100,000. To be specific, it<br \/>\nwas $729 million more. So you can understand why spending time on an<br \/>\nenergy efficiency policy was not a big concern for their<br \/>\nboard. But that&#8217;s exactly why it&#8217;s likely that there are a lot of firms<br \/>\nlike Morgan Stanley who are likely passing up abatement policies, even<br \/>\nif they save hundreds of thousands of dollars.<\/p>\n<p>It makes sense that adopting a national cap and trade policy would<br \/>\nraise national awareness of emissions, and that awareness might trickle<br \/>\nup to the folks who exercise control over their buildings&#8217; energy use.<br \/>\nBut Plumer&#8217;s exactly right that not everybody has a financial incentive<br \/>\nto care about how much energy they consume. For example, I live in an<br \/>\napartment where heat is included in the rent, so nothing&#8217;s stopping me<br \/>\nfrom turning the thermostat to <i>Tropical<\/i> and watching TV in my<br \/>\nbathing suit all year.<br \/>\nThe cost of heating being factored into my rent is a bit like an employer taking health care out of our<br \/>\ncompensation. We don&#8217;t see the money being spent, so we don&#8217;t have the<br \/>\nsame incentive to ration our use &#8212; of heat or health care.<br \/><br clear=\"both\" style=\"clear: both;\"\/><br \/>\n<br clear=\"both\" style=\"clear: both;\"\/><br \/>\n  <a style='font-size: 10px;
