WASHINGTON \u2013 President Obama<\/a> yesterday ordered
\nintelligence agencies to streamline how terrorism<\/a> threats are pursued
\nand analyzed, saying the government<\/a> has to respond aggressively to the
\nfailures that allowed a Nigerian man to ignite an explosive on a
\njetliner on Christmas Day.<\/p>\n

Mr. Obama<\/a> directed the Homeland Security Department to acquire $1
\nbillion in advanced-technology equipment, including body scanners<\/a>, for
\nscreening passengers at airports.<\/p>\n

He said intelligence reports involving threats would be distributed
\nmore widely among agencies. He instructed the State Department to
\nreview its visa policy to make it more difficult for people with
\nconnections to terrorism<\/a> to receive visas, while making it simpler to
\nrevoke U.S. visas when questions arise.<\/p>\n

\u201cWe are at war,\u201d Mr. Obama<\/a> said, releasing an
\nunclassified version of a report on the attempted attack. He pledged
\nnot to \u201csuccumb to a siege mentality\u201d sacrificing
\nAmerica\u2019s civil liberties for security, but he called for
\nexpanding the criteria for adding people to terrorism<\/a> watch lists.<\/p>\n
