NEIL CAVUTO, HOST: Authorities in Dublin are trying to get to the
\nbottom of an incident in which live explosives made it on to a
\npassenger plane. Have you heard about this? Only, this really
\nwasn\u2019t about terrorism<\/a>. Get this. This was actually a security
\ntest.<\/p>\n

Apparently, a passenger unwittingly carried real bomb parts in his
\nluggage from a flight from Slovakia \u2014 the pilot deciding to fly
\neven after being told an explosive was in the checked luggage.
\nGenerally, that is not good. The incident comes as the president
\nprepares to release a review of airline security tomorrow. But will
\nthat review go far enough?<\/p>\n

Exclusive reaction now from airline industry legend Bob Crandall, the former CEO of AMR, the parent of American Airlines.<\/p>\n

Robert, good to have you. Happy new year.<\/p>\n

ROBERT CRANDALL, FORMER CEO, AMR CORPORATION: Hi, Neil. How are you?<\/p>\n

CAVUTO: Very good.<\/p>\n

What do you make, first off, of this airport incident in Ireland<\/a>? I
\nmean, we have seen a lot of this kind of stuff going on lately. Do you
\nfeel safe flying?<\/p>\n

CRANDALL: Oh, I feel safe enough, Neil.<\/p>\n

But I just think we\u2019re doing lots of things wrong. Maybe the
\nfirst thing we\u2019re doing wrong is, we\u2019re paying way too much
\nattention to the things that go on an airplane, and we\u2019re not
\npaying not nearly enough attention to the people.<\/p>\n

We\u2019re not executing well. We\u2019re not differentiating
\nbetween low-risk and high-risk, and we\u2019re not using technology
\nvery effectively. And for all those reasons, the system isn\u2019t
\nnearly as good as it should be and could be.<\/p>\n

CAVUTO: Still, I guess the latest salvation for us<\/a> are these so-
\ncalled body scanners<\/a> that show you in your complete birthday suit and
\nall of that. And that seems to be the solution for a lot of folks.<\/p>\n

CRANDALL: No. Well, I think\u2026<\/p>\n

CAVUTO: What do you think of that?<\/p>\n

CRANDALL: I think, look, the body scanners<\/a>, in the first place, you
\ncan\u2019t use today\u2019s body scanners<\/a>, because they take 40 to 50
\nseconds per person. There aren\u2019t enough body scanners<\/a>. And if you
\ntried to body scan everybody, you would simply diminish the ability of
\nthe airline system to operate.<\/p>\n

Now, there\u2019s nothing wrong with body scanners<\/a>.<\/p>\n

CAVUTO: We should say that the scanner\u2019s maker says that that
\nfigure\u2019s overstated. It would add at best a half-a-minute. But
\nyou\u2019re quite right.<\/p>\n

CRANDALL: Well\u2026<\/p>\n

CAVUTO: If you add all of that together times the number of people waiting, it\u2019s substantial.<\/p>\n

But continue.<\/p>\n

CRANDALL: Well, but the real \u2014 I think the real issue, Neil,
\nis this. Most of the people that go through security don\u2019t need a
\nfull body scan.<\/p>\n

Certainly, if we had a trusted traveler program, where people had
\nbeen with a \u2014 had been \u2014 gotten a thorough examination, a
\nbackground check before they got to the airport, we don\u2019t need to
\nput those people through a body scanner.<\/p>\n

What we need to do is, we need to differentiate between those people
\nwho are a risk and those people who are unlikely to be a risk.
\nLet\u2019s put the high-risk people through the body scanners<\/a>. That
\n\u2014 now we will have enough body scanners<\/a>, and, in fact, we will
\nhave enough much more expensive body scanners<\/a>.<\/p>\n

You know, a body scanner is about $150,000. An X-ray machine is
\nabout $10,000. You\u2019re not going to use \u2014 you cannot useful
\nfull body scanning on everything. And doing so is silly. It\u2019s
\njust a waste of resources and a waste of money.<\/p>\n

If you look what the Israelis do, the Israelis use layered security,
\nfour or five layers of security, all of it focused on the people, not
\non the things. And they use technology. For example, if they see a bag
\nthat might have a bomb in it, they put it in a bomb box.<\/p>\n

If in fact they spot a bag at the ticket counter that might have a
\nbomb in it, they\u2019re encapsulated within an area. They don\u2019t
\nhave to evacuate the whole terminal, the way we did at Newark the other
\nday.<\/p>\n
