And since developing countries have some of the best balance sheets around, maybe the title is especially unfair to those countries.<\/p>\n<p>The reason?<\/p>\n<p>The budget situation remains horrible.<\/p>\n<p><a href=\"http:\/\/online.wsj.com\/article\/BT-CO-20100113-711139.html?mod=WSJ_latestheadlines\">Dow Jones<\/a>:<\/p>\n<p style=\"padding-left: 30px;\">Due to uncertain assumptions of major portions of the budget, S&amp;P said the state&#8217;s credit is more susceptible to adverse economic developments.<\/p>\n<p style=\"padding-left: 30px;\">As a result, it lowered its ratings on the state&#8217;s $63.9 billion of general obligation debt by one notch to A-, which is four notches into investment grade.
