Một th\u00e0nh phố nổi ho\u00e0n to\u00e0n tr\u00ean mặt biển, nơi m\u00e1y bay c\u00f3 thể hạ c\u00e1nh, c\u00f3 cảng container cỡ lớn v\u00e0 t\u00e0u ngầm c\u00f3 thể l\u00ean xuống được. Tất cả những \u00fd tưởng n\u00e0y kh\u00f4ng ho\u00e0n to\u00e0n viển v\u00f4ng, m\u00e0 l\u00e0 một kế hoạch l\u00e0m kinh tế vĩ đại: khai th\u00e1c dầu kh\u00ed. Nhưng trước hết, việc x\u00e2y dựng v\u00e0 khai th\u00e1c v\u00f9ng l\u00e3nh hải giữa Biển Đ\u00f4ng l\u00e0 sự khẳng định một c\u00e1ch h\u00f9ng hồn chủ quyền của VN tại cả hai quần đảo Ho\u00e0ng Sa v\u00e0 Trường Sa<\/p>\n

Vấn đề ch\u00ednh l\u00e0 l\u00e0m thế n\u00e0o để VN nh\u00ecn ra c\u00e1i lợi của việc mời c\u00e1c c\u00f4ng ty nước ngo\u00e0i v\u00e0o đầu tư tr\u00ean v\u00f9ng Biển Đ\u00f4ng. Tập đo\u00e0n Keystone (Hoa Kỳ) sẽ đứng ra đảm nhận tr\u00e1ch nhiệm ph\u00e1t triển kinh tế ở hai quần đảo Ho\u00e0ng, Trường dưới dạng một hợp đồng được k\u00fd với Petrovietnam chẳng hạn. Tập đo\u00e0n Keystone sẽ đảm bảo an ninh tr\u00ean l\u00e3nh hải v\u00e0 đảm bảo an to\u00e0n cho c\u00e1c c\u00f4ng ty dầu kh\u00ed v\u00e0o khai th\u00e1c ở v\u00f9ng n\u00e0y trong suốt thời gian hoạt động<\/p>\n

Về kinh ph\u00ed, VN sẽ kh\u00f4ng mất (tổng vốn đầu tư ban đầu khoảng 150 tỷ USD<\/font><\/b>, Keystone v\u00e0 c\u00e1c tập đo\u00e0n kh\u00e1c sẽ đầu tư). Về lợi \u00edch sẽ được rất nhiều. Đ\u00f3 l\u00e0 lợi \u00edch quốc gia được t\u00f4n trọng, t\u00e0i nguy\u00ean quốc gia được bảo vệ v\u00e0 khai th\u00e1c. Về kinh tế, VN được thu c\u00e1c loại thuế như thuế t\u00e0i nguy\u00ean, thuế doanh thu,… ph\u00e1t triển c\u00f4ng nghệ dầu kh\u00ed, hải sản v\u00e0 vận chuyển t\u00e0u. Ng\u00e0nh du lịch c\u00f3 một m\u00f4 h\u00ecnh mới, du lịch biển. VN c\u00f3 một th\u00e0nh phố trị gi\u00e1 hơn 1500 tỷ USD<\/font><\/b>. Về x\u00e3 hội, một số đ\u00f4ng lao động tay nghề cao được huấn luyện v\u00e0 sử dụng, một lực lượng đ\u00f4ng chuy\u00ean vi\u00ean an ninh tầm cỡ quốc tế với phương tiện hiện đại đủ sức bảo vệ chủ quyền VN.<\/p>\n
