‘At the start of the last
\ndecade, in March 2000, the European Union heads of state announced the
\nLisbon Strategy. Its aim, by 2010, was to make Europe \u201cthe most
\ncompetitive and dynamic knowledge-based economy in the world, capable
\nof sustainable economic growth with more and better jobs and greater
\nsocial cohesion.\u201d This would create \u201cthe conditions for
\nfull employment and the strengthening of regional cohesion in the
\nEuropean Union.\u201d<\/font><\/p>\n

\n<\/div>\n

As the second decade of
\nthe 21st century begins, the aspirations set forth in the Portuguese
\ncapital have evaporated. Instead of full employment, Europe is gripped
\nby mass unemployment; instead of economic growth, there is stagnation;
\nin place of cohesion, there is discord. Even the common currency, the
\nfoundation of the lofty plans of Lisbon, is in acute danger.’<\/font><\/p>\n
