A tax lien for $39,561 was filed by the State of California against Billy and Chynna on March 19, 2009, however, the IRS is also seeking $148,401 from the couple and filed a lien of their own this week.<\/p>\n<p>Chynna is the daughter of Michelle and the late John Phillips, who fronted the &#8217;60s rock band The Mamas &#038; The Papas.
