{"id":212897,"date":"2010-01-22T13:40:16","date_gmt":"2010-01-22T18:40:16","guid":{"rendered":"tag:business.theatlantic.com,2010:\/\/3.34041"},"modified":"2010-01-22T13:56:32","modified_gmt":"2010-01-22T18:56:32","slug":"two-myths-about-obamas-first-year-as-president","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/212897","title":{"rendered":"Two Myths About Obama&#8217;s First Year as President"},"content":{"rendered":"<p>In the last few days, I&#8217;ve read and heard a lot of Massachusetts-inspired talk that funnels into two complaints about the White House: 1) Obama&#8217;s mistake in 2009 was that he never focused on jobs; and 2) Obama should have sought a simpler health care plan to get Republican support. I think both these interpretations are wrong.<\/p>\n<p>First there&#8217;s the idea that Obama<br \/>\nmessed up by focusing on health care to the exclusion of job creation.<br \/>\nPeggy Noonan puts it <a href=\"http:\/\/business.theatlantic.com\/2010\/01\/worst_meme_ever_obama_wants_health_care_reform_because_hes_greedy.php\">thus<\/a>:<\/p>\n<blockquote><p>&#8220;At the exact moment the public was announcing it worried about jobs<br \/>\nfirst and debt and deficits second, the administration decided to<br \/>\ndevote its first year to health care.&#8221;\n<\/p><\/blockquote>\n<p>I don&#8217;t know if this sentence is overly tricky or entirely wrong, but<br \/>\nit&#8217;s definitely something like both. &#8220;At the exact<br \/>\nmoment the public was announcing it worried about jobs first&#8221; &#8230; ahem, that&#8217;s the exact moment we<br \/>\npassed a<br \/>\n$800 billion stimulus, followed by a $50 billion lifeline for the auto industry, while the Fed spent over a trillion dollars to prop up the housing sector<br \/>\nand make banks start lending to businesses. Maybe Obama didn&#8217;t do enough, but he certainly did something &#8212; and the Republican Party stood almost united against every part of it they could vote for. Steven Pearlstein <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/21\/AR2010012104873.html\">gets this dead on<\/a>. <\/p>\n<p>The second myth is that the White House and the country<br \/>\nwould have been better off if we had passed simpler health care<br \/>\nregulation rather than seek a $900 billion bill. These critics think we should have stuck with simple insurance regulation through taxes&#8211; such as banning rescission and rejecting coverage for preexisting conditions. But as Pearlstein writes, the problem with that<\/p>\n<blockquote>\n<p>\nis that if you don&#8217;t require everyone<br \/>\nto buy insurance, then there will be lots of people who will wait to<br \/>\nbuy their policies until they get sick and then demand coverage at the<br \/>\n&#8220;community&#8221; rate. That&#8217;s a great way to drive up premiums, which in<br \/>\nturn will drive even more healthy people to drop coverage, which will<br \/>\nraise premiums even further.\n  <\/p>\n<p>To prevent this kind of debilitating &#8220;insurance spiral,&#8221; you could<br \/>\nadd one more feature &#8212; a mandate requiring everyone to buy at least a<br \/>\nbasic insurance package. Unfortunately, there are lots of low-income<br \/>\nhouseholds for which the newly mandated premiums could eat up as much<br \/>\nas a half of after-tax income, which hardly seems fair. So you&#8217;d<br \/>\nprobably want to make sure that there&#8217;s enough competition among<br \/>\ninsurers to keep premiums down, which is what those<br \/>\ngovernment-supervised exchanges are all about. And you&#8217;d want to have<br \/>\nsome subsidies to limit the financial hit to low-income families.
