But that coming up with a solution part &#8230; not so thrilling, it turns out! Example: We have a serious long-term debt crisis. Everybody agrees. But there&#8217;s no political gain in being the first person to offer painfully granular ideas about tax increases and Medicare cuts. The political gain for senators is in <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/21\/AR2010012104869.html?nav=emailpage\">whining to the Washington Post<\/a> that nobody is &#8220;serious&#8221; about an issue whose seriousness they happen to be virtuosic at describing:<\/p>\n<blockquote>\n<p>\n&#8220;We can&#8217;t let the government continue to run deficits of this magnitude,&#8221; said <a href=\"http:\/\/www.whorunsgov.com\/Profiles\/Evan_Bayh\" >Sen. Evan Bayh<\/a><br \/>\n(Ind.), the only Democrat to vote last month against a short-term<br \/>\nincrease in the debt limit. &#8220;What I&#8217;m going to look for is real,<br \/>\ncredible, enforceable fiscal restraint.&#8221;\n  <\/p>\n<\/blockquote>\n<p>That&#8217;s rich stuff. Evan Bayh is a famous supporter of killing the <a href=\"http:\/\/www.cbpp.org\/cms\/?fa=view&amp;id=1204#_ftn3\">estate tax<\/a>,<br \/>\nwhich would increase the deficit by $250 billion over 10 years. For every tomorrow, he&#8217;ll to profess concern about the deficit. But so long as it&#8217;s &#8220;today&#8221;,<br \/>\nhe&#8217;ll demonstrate concern for keeping the support of rich Indianans.<br \/>\nHe&#8217;s &#8220;going to look for&#8221; serious deficit-busting ideas the way DC<br \/>\nYellow Cab is going to look for the coat button I lost last week<br \/>\nsomewhere around Dupont.<\/p>\n<p>Instead of having a debate about the deficit, we&#8217;re having a debate<br \/>\nabout how to have a debate about the deficit. The White House wants to <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/20\/AR2010012002599.html\">select its own panel to brainstorm ideas<\/a>.<br \/>\nSome senators think that idea is a &#8220;fraud&#8221; and want to select the<br \/>\npanelists themselves. It doesn&#8217;t matter who selects the panelists<br \/>\nbecause if they produce good, difficult ideas, nobody will vote for<br \/>\nthem in an election year. If they produce bad, easy solutions, they<br \/>\nwon&#8217;t make a dent in our long-term deficit.<\/p>\n<p>The politicians are bad enough, but sometimes the media buys<br \/>\ninto their colorful displays of anguish about the deficit in ways that<br \/>\nare equally annoying. <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/20\/AR2010012002599.html\">Here&#8217;s the Washington Post<\/a> on the Republicans&#8217; aversion to a White House-selected deficit reduction panel:<\/p>\n<blockquote><p><b>A stronger approach backed by <a href=\"http:\/\/www.whorunsgov.com\/Profiles\/Judd_Gregg\" >Sen. Judd Gregg<\/a>,<br \/>\nR-N.H<\/b>., would require Congress to pass legislation setting up the<br \/>\ncommission and require a vote on deficit-cutting recommendations if at<br \/>\nleast 14 panel members could agreed on a plan. But there isn&#8217;t enough<br \/>\nsupport in the House or Senate to pass this version of a commission,<br \/>\ngiven opposition from the right and left.<br \/>\n  \n<\/p><\/blockquote>\n<p>Sen. Judd Gregg&#8217;s &#8220;stronger&#8221; approach to reducing the deficit <a href=\"http:\/\/business.theatlantic.com\/2009\/12\/and_this_is_why_congress_is_broken.php\">requires super-majorities to pass a Congress where even simple majorities are scarce<\/a> &#8212; it is <i>designed<\/i> to fail. It&#8217;s the &#8220;stronger&#8221; approach to debt reduction the same way investing in time travel or particle <a href=\"http:\/\/en.wikipedia.org\/wiki\/Teleportation\">teleportation<\/a> would be the &#8220;stronger&#8221; solution to traffic congestion.<\/p>\n<p>One can identify at least three driving factors of our long-term debt crisis. First, there is<br \/>\nalready a deep disconnect between the services Americans expect to<br \/>\nreceive and they taxes they support paying. Second, the recession will<br \/>\nretard GDP growth for the next few years at least, which will hurt<br \/>\ngovernment revenue even as it pressures the government to spend more to<br \/>\ncounter joblessness. Third in the next ten years as the baby boomers<br \/>\nretire, entitlement spending on Social Security and Medicare, especially, will explode. <\/p>\n<p>Each of those driving causes is politically intractable. We aren&#8217;t<br \/>\npaying for our services, but Republicans and some Democrats won&#8217;t vote<br \/>\nfor higher taxes. The recession is expensive, but unemployment will<br \/>\nstill be extremely high next year. Entitlements are set to explode in a<br \/>\ndecade, but both sides treat senior benefits with the skittish<br \/>\nsensitivity of a third-degree sunburn.<\/p>\n<p>In the next nine months until election day, an elected&#8217;s willingness to<br \/>\nbemoan the national debt will be considered a critical measure of his<br \/>\nor her <i>seriousness<\/i>.
