{"id":217966,"date":"2010-01-20T09:17:10","date_gmt":"2010-01-20T14:17:10","guid":{"rendered":"tag:http:\/\/www.economist.com,2009:21004403"},"modified":"2010-01-20T09:17:10","modified_gmt":"2010-01-20T14:17:10","slug":"aid-and-comfort-in-haiti","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/217966","title":{"rendered":"Aid and comfort in Haiti"},"content":{"rendered":"<p>THE quote of the day comes from <a href=\"http:\/\/www.marginalrevolution.com\/marginalrevolution\/2010\/01\/haiti-and-the-problems-with-foreign-aid.html\">Tyler Cowen<\/a>, on the question of disaster aid:<\/p>\n<blockquote>\n<p>I still believe that&nbsp;foreign aid does not raise economic growth rates, on average.&nbsp; But&nbsp;aid can alleviate human misery, such as when a visiting doctor gives vaccines or hands out medicine.&nbsp; (In fact per capita income may <em>fall<\/em>, as a result, if some &#8220;weaklings&#8221; are kept alive.)&nbsp;<\/p>\n<p>I also believe&nbsp;that the U.S. military can make a huge difference in the immediate aftermath of catastrophes.<\/p>\n<p>Imagine U.S. troops liberating Buchenwald.&nbsp; Would any&nbsp;commentators say the following?&nbsp;&nbsp;&#8220;Don&#8217;t give him that blanket, <em>sell<\/em> it to him!&#8221;&nbsp; &#8220;Hey buddy, get a job!&#8221;&nbsp;&nbsp;&#8220;Moral hazard: they&#8217;ll just go get captured again.&#8221;&nbsp; etc.&nbsp; I don&#8217;t think so.<\/p>\n<\/blockquote>\n<p>I didn&#8217;t realise there was any kind of anti-planning backlash to government aid efforts in Haiti; I suppose I felt that was simply too cruel an outlook. Sometimes, incentives effects are simply not important.
