If this were changed, the problems would likely begin to go away.<\/span><span class=\"Apple-style-span\" style=\"font-size: small;\"><o:p><\/o:p><\/span><\/span><\/h1>\n<h1 style=\"background: white; line-height: 16.5pt; margin-bottom: 15.0pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: justify;\"><span style=\"color: black; font-weight: normal; letter-spacing: 0.25pt;\"><span class=\"Apple-style-span\" style=\"font-size: small;\">A huge part of the cost of coal based power has been the impact of the stack gas on adjacent communities.&nbsp; Cleaning them up is possible and costly.&nbsp; It is far cheaper to politically engineer you way around the problem than to actually fix it.<\/span><span class=\"Apple-style-span\" style=\"font-size: small;\"><o:p><\/o:p><\/span><\/span><\/h1>\n<h1 style=\"background: white; line-height: 16.5pt; margin-bottom: 15.0pt; margin-left: 0in; margin-right: 0in; margin-top: 0in; text-align: justify;\"><span style=\"color: black; font-weight: normal; letter-spacing: 0.25pt;\"><span class=\"Apple-style-span\" style=\"font-size: small;\">That is why Chinese cities presently suffer from debilitating air and it derivative health costs.<\/span><span class=\"Apple-style-span\" style=\"font-size: small;\"><o:p><\/o:p><\/span><\/span><\/h1>\n<h1 style=\"background: white; He summed up his speech last night with these words: &#8220;What a downer.&#8221;&nbsp;&nbsp;<\/i><span class=\"apple-converted-space\"><i>&nbsp;<\/i><i><o:p><\/o:p><\/i><\/span><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>For a bit of background on cap and trade you can go<\/i><span class=\"apple-converted-space\"><i>&nbsp;<\/i><\/span><a href=\"http:\/\/en.wikipedia.org\/wiki\/Emissions_trading\"><b><span style=\"color: black;\"><i>here<\/i><\/span><\/b><\/a><i>.&nbsp; Note that there is already a market for GHG permits &#8211; The EU has been trading GHG permits for 4 years, RGGI in Eastern US is a carbon market and <\/i><st1:place w:st=\"on\"><st1:state w:st=\"on\"><i>California<\/i><\/st1:state><\/st1:place><i> has passed legislation in this regard.<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>But according to Borenstein, &#8220;There is a ticking time bomb under these cap and trade models. Most studies ignore the supply elasticity of fossil fuels.&#8221;&nbsp; &#8220;Analysis to date hasn&#8217;t focused on resource price change in response to cap and trade &#8211; resource scarcity and price changes are likely to be central.&#8221;<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>Here is the argument:<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i>Pricing GHG permits at $30 per ton does not impact coal usage.<br \/>&#8220;If GHG permits are at $30 to $40 per ton &#8211; will that cut down coal production or oil production?&nbsp; The answer is almost certainly &#8220;no&#8221;&#8221; according to Borenstein.<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>He adds that, &#8220;At $60 per ton, coal usage goes down but the cost of coal actually gets cheaper. It&#8217;s a pretty disturbing result.&#8221;&nbsp;&nbsp;<\/i><span class=\"apple-converted-space\"><i>&nbsp;<\/i><i><o:p><\/o:p><\/i><\/span><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>According to Borenstein, it may take GHG permits priced at $80-$100 per ton to drive coal out of the market.<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i>&#8220;You have to drive coal out of the market. You have to drive the price of coal down until it isn&#8217;t worth mining anymore,&#8221; adding &#8220;Or you drive the price of natural gas so high that it is not competitive with other renewable sources.&#8221;<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white; line-height: 13.5pt; margin-bottom: 11.25pt; margin-left: 0in; margin-right: 7.5pt; margin-top: 0in; text-align: justify;\"><span style=\"color: black; letter-spacing: .25pt;\"><i><br \/>Strikingly for an economist, Borenstein essentially punted on the value of Cap and Trade&nbsp; &#8211; he abandoned the value of cap and trade and carbon taxes and suggested that the main instrument in reducing GHGs is going to have to be technological change.&nbsp; He added that we probably need more money channeled to energy R&amp;D and that we need more technological &#8220;hail mary passes.&#8221;<\/i><i><o:p><\/o:p><\/i><\/span><\/div>\n<div style=\"background: white;
