The stimulus gets locked in!<\/p>\n<p>3) The 2011 budget deficit, according to <a href=\"http:\/\/www.cbo.gov\/ftpdocs\/108xx\/doc10871\/Chapter1.shtml#1096758\">the Congressional Budget Office<\/a>, will be $980 billion, or 6.53 percent of GDP.
