{"id":232745,"date":"2010-01-26T11:43:12","date_gmt":"2010-01-26T16:43:12","guid":{"rendered":"tag:typepad.com,2003:post-6a00d8341c60fd53ef012877150c02970c"},"modified":"2010-01-26T13:45:21","modified_gmt":"2010-01-26T18:45:21","slug":"cook-county-homeowners-to-pay-more-in-first-installment-of-property-tax-bills","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/232745","title":{"rendered":"Cook County homeowners to pay more in first installment of property tax bills"},"content":{"rendered":"<p><em>Posted by Hal Dardick<\/em> at 10:45 a.m.<\/p>\n<p>Cook County homeowners will have to pay 10 percent more than they used to when the first installment of their property tax bills arrive thanks to a new state law.<\/p>\n<p>The change won\u2019t be lost on taxpayers because County Treasurer Maria Pappas inserted a prominent notice informing them of that detail in the bills mailed out last Friday.<br \/><\/br>\u00a0<br \/><\/br>\u201cI felt it was my duty to inform taxpayers about this state-mandated change,\u201d said Pappas, who opposed it. \u201cIt\u2019s a matter of honesty and transparency about something that affects them.\u201d<\/p>\n<p>It used to be that taxpayers paid 50 percent of their prior year\u2019s property<br \/>\ntax bill in the first installment. They then paid the rest, which<br \/>\nincludes annual increases, when the second installment was due later in<br \/>\nthe year.\n<\/p>\n<p>Under the new legislation, which Gov. Pat Quinn signed into law in October, property<br \/>\nowners must pay 55 percent of the previous year\u2019s total bill in the<br \/>\nfirst installment. That amounts to a 10 percent increase in the first installment.<br \/><\/br><br \/>\n\u00a0<br \/><\/br><br \/>\nThe change should help make the two installments more equal this year,<br \/>\nwhich will perhaps partly blunt the effect of the expiration of a state<br \/>\nlaw that limited increases in Cook County residential property tax<br \/>\nbills caused by rising home values before the real-estate bubble burst.<br \/><\/br> <br \/><\/br>But the change comes at an inopportune time for state legislators facing challenges in next Tuesday\u2019s primary election because it reminds voters of the property tax burden \u2014 which many contend is too high in Illinois because of the state\u2019s heavy reliance on that levy to fund education.<br \/><\/br>\u00a0<br \/><\/br>Legislators, in large part, brought the timing on themselves. In an effort to boost then-U.S. Sen. Barack Obama\u2019s prospects in the presidential primaries two years ago, they moved the primary up a month earlier.<br \/><\/br>\u00a0<br \/><\/br>Then last summer, they passed the law that increases the amount on paid on the first installment, which is due March 1.
