{"id":234037,"date":"2010-01-26T10:30:48","date_gmt":"2010-01-26T15:30:48","guid":{"rendered":"tag:business.theatlantic.com,2010:\/\/3.34191"},"modified":"2010-01-26T10:29:53","modified_gmt":"2010-01-26T15:29:53","slug":"why-does-the-spending-freeze-exempt-the-military","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/234037","title":{"rendered":"Why Does the Spending Freeze Exempt the Military?"},"content":{"rendered":"<p>President Obama&#8217;s announced freeze on non-military discretionary spending will be chewed over by analysts and spit on by both liberals and skeptical conservatives. But one aspect of the policy that won&#8217;t receive much chewing over is its qualifier: &#8220;non-military.&#8221; Even during periods of great deficit hawkery, it&#8217;s become rote in Washington to consider military spending impregnable to the forces of budget cuts. I think this is a horrible mistake.<\/p>\n<p>Last year I wrote <a href=\"http:\/\/www.thedailybeast.com\/blogs-and-stories\/2009-11-12\/spilling-red-ink-on-the-battlefield\/\">an article for the Daily Beast<\/a> that asked the White<br \/>\nHouse and Congress to debate the Afghanistan escalation as though the<br \/>\nadditional resources were real money, paid for by real taxes, whose<br \/>\naddition counted against our real deficit. Here was my last paragraph:<\/p>\n<blockquote><p>To be sure, there is a dimension to the Afghanistan debate that goes<br \/>\nfar beyond red and black ink. There is no mechanism for the CBO to<br \/>\nscore the critical bank-shot of securing Pakistan by strengthening our<br \/>\npresence along the Afghan border. Also, scaling down could help our<br \/>\nfinancial integrity in the eyes of the Chinese, but it will impugn our<br \/>\nmoral integrity in the world&#8217;s eyes if we permit a reign of extremist<br \/>\nterror marked by scourges of stonings. I don&#8217;t mean to combat our<br \/>\ngenerals&#8217; advice with my own. <b>I&#8217;m only calling for elected officials to<br \/>\nconsider the cost of war just as they would consider the cost of any<br \/>\nother use of taxpayer dollars. Generals on the ground advocating for an<br \/>\nexpensive counterinsurgency are only reciting their best opinion.<br \/>\nThat&#8217;s their job. The president should balance their recommendations<br \/>\nwith our capacity to fulfill them. That&#8217;s his.<\/b>\n<\/p><\/blockquote>\n<p>The Obama freeze does not &#8220;consider the cost of war just as [it] would consider the cost of any<br \/>\nother use of taxpayer dollars.&#8221; The Obama freeze does the opposite. It treats military spending as something too precious to be touched by the frostbite. <\/p>\n<p>My point is not that military spending deserves an X-percent cut. My<br \/>\npoint is that military spending should not be exempt from the debate on<br \/>\nhow to cut costs. This spending freeze, if it follows through, will put<br \/>\nextreme pressure on Democratic and Republican officials to determine<br \/>\nwhich programs they need, which can withstand smaller budgets, which<br \/>\nshould be forced to become more cost-efficient, and which can be<br \/>\nscrapped to spare the most important services from cuts.
