Museveni is accompanied by his wife shown in background.<\/a><br \/>Originally uploaded by <a href=\"http:\/\/www.flickr.com\/people\/53911892@N00\/\">Pan-African News Wire File Photos<\/a><\/span><\/div>\n<p>UGANDA REVERSES DECISION TO BLOCK BRITISH OIL BID<\/p>\n<p>Uganda backed down from a pledge to bar Tullow Oil from<br \/>acquiring more oil fields after the British firm presented the<br \/>president with a choice of Chinese, French and US partners,<br \/>officials said Tuesday.<\/p>\n<p>State Minister for Investment Aston Kajara told AFP that senior<br \/>Tullow executives met President Yoweri Museveni in his office on<br \/>Monday to discuss the fate of the east African country&#8217;s<br \/>much-coveted oil fields.<\/p>\n<p>&#8220;Tullow presented a proposal to his excellency the president<br \/>which revealed they had a number of partners interested in<br \/>developing oil in Uganda,&#8221; he said.<\/p>\n<p>Kajara listed China&#8217;s state oil giant CNOOC, France&#8217;s Total and<br \/>US company Exxon Mobil as partners it could bring in to develop the<br \/>oil fields, if it was allowed to buy the assets of its Canadian<br \/>partner Heritage Oil.<\/p>\n<p>Tullow and Heritage control much of Uganda&#8217;s confirmed oil<br \/>reserves in a 50-50 partnership. Tullow by itself also owns a<br \/>separate oil field zone.<\/p>\n<p>When Heritage announced its desire to sell its share, Tullow<br \/>invoked a previously negotiated pre-emptive right to buy out the<br \/>Canadian company and made a bid of 1.35 billion dollars.<\/p>\n<p>Tullow&#8217;s move to swallow up Heritage&#8217;s assets had sparked<br \/>Ugandan fears that the British group would secure a virtual<br \/>monopoly over the country&#8217;s oil fields and drew a pledge by Kampala<br \/>to support a rival bid by Italian group ENI.<\/p>\n<p>&#8220;We haven&#8217;t vetoed yet, but our statement is very clear that we<br \/>shall not allow a process that will promote monopoly and therefore<br \/>we support the Heritage-ENI transaction,&#8221; Energy Minister Hillary<br \/>Onek had said last week.<\/p>\n<p>ENI chief Paolo Scaroni even told Italy&#8217;s La Repubblica daily on<br \/>Monday that his group was planning to invest 13 billion dollars<br \/>(9.2 billion euros) to develop hydrocarbons in Uganda after<br \/>acquiring Heritage&#8217;s rights.<\/p>\n<p>But Information Minister Kabakumba Matsiko told AFP Tuesday that<br \/>Uganda had not made a final decision to block Tullow&#8217;s bid.<\/p>\n<p>&#8220;The final decision is a process and government has not yet<br \/>reached a final decision,&#8221; he said.<\/p>\n<p>Kajara suggested that Museveni and the Tullow executives ironed<br \/>out their differences during Monday&#8217;s meeting at State House.<\/p>\n<p>&#8220;They said they wanted to remain working in this country and<br \/>wanted to involve other partners who have experience in developing,<br \/>refining and pipelines,&#8221; he said.<\/p>\n<p>&#8220;The president listened to them and he advised that Onek should<br \/>retract that letter,&#8221; he said, referring to a letter the energy<br \/>minister sent to Tullow to inform them that the government<br \/>objections were final.<\/p>\n<p>The latest estimates suggest that Uganda&#8217;s northwestern Lake<br \/>Albert region holds two billion barrels of oil.<\/p>\n<p>Expectations for Uganda&#8217;s embryonic oil sector are for a<br \/>refinery with a capacity of 150,000 barrels per day, with<br \/>production predicted to ramp up to that level between 2014 and<br \/>2016.<\/p>\n<p>The prospect of seeing a British firm secure a stranglehold on<br \/>the industry has sparked concerns among some commentators and<br \/>officials that their country was being &#8220;re-colonised&#8221;.<\/p>\n<p>&#8220;Some of these oil companies are behaving as if they own the<br \/>oil. They don&#8217;t. These are resources that belong to the<br \/>people of Uganda,&#8221; Onek said last week, echoing those concerns.<\/p>\n<p>But several Ugandan analysts have said that Museveni is anxious<br \/>to reap some benefit from Uganda&#8217;s oil reserves before the upcoming general elections, scheduled for early next year.<\/p>\n<p>They argue the president would be drawn by a bid that offers<br \/>Uganda significant cash upfront, before any oil is pumped.<br clear=\"all\" \/><\/p>\n<div class=\"blogger-post-footer\"><img width='1' height='1' src='https:\/\/blogger.googleusercontent.com\/tracker\/16711557-6962816307683327643?l=panafricannews.blogspot.com' alt='' \/><\/div>\n","protected":false},"excerpt":{"rendered":"<p>President Raul Castro of the Republic of Cuba greets Ugandan President Yoweri Museveni during his visit to the Caribbean island-nation.
