Department of Water and Power and the L.A. city Fire Department.<\/p>\n<p>\nAnother 8-inch pipe ruptured about 4.30 a.m. at Cesar Chavez Avenue and North Figueroa Street, said Gale Harris, a DWP spokeswoman.
