{"id":244486,"date":"2010-01-28T16:46:56","date_gmt":"2010-01-28T21:46:56","guid":{"rendered":"tag:blogs.rj.org,2010:\/rac\/\/2.2397"},"modified":"2010-01-28T16:57:38","modified_gmt":"2010-01-28T21:57:38","slug":"debt-relief-for-haiti","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/244486","title":{"rendered":"(Debt) Relief for Haiti"},"content":{"rendered":"<p>        More than two weeks after Haiti was devastated by a catastrophic 7.0 magnitude earthquake, the shattered country is pleading for <a href=\"http:\/\/www.nytimes.com\/reuters\/2010\/01\/28\/world\/international-uk-quake-haiti.html\">better aid for victims <\/a>amid reports of chaotic and ineffective food distribution. Worse yet for the troubled country &#8211; as well as the organizations trying to get relief supplies in &#8211; is that aftershocks <a href=\"http:\/\/edition.cnn.com\/2010\/WORLD\/americas\/01\/28\/haiti.relief\/\">have damaged the south pier of Port-au-Prince&#8217;s port<\/a>, &#8220;reducing the number of containers that can be unloaded there,&#8221; according to Air Force Gen. Douglas Fraser. Aftershocks have been <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052748704094304575029641888866862.html?mod=googlenews_wsj\">a major obstacle <\/a>to the relief effort, disrupting road infrastructure and leading another military official to predict that &#8220;restoring electricity to Haiti&#8217;s pre-earthquake capacity is still a couple of weeks away.&#8221; You can read more about the situation on the ground in Haiti from Dr. Adam Koons, a member of a URJ congregation and the Director of Relief &#038; Humanitarian Assistance of <a href=\"http:\/\/www.ird-dc.org\/\">International Relief &#038; Development<\/a>, who yesterday wrote about his experiences on the <a href=\"http:\/\/blogs.rj.org\/rac\/2010\/01\/haitis_ground_zero_leogane.html\">RAC&#8217;s blog<\/a>. <\/p>\n<p>Though <a href=\"http:\/\/www.thewrap.com\/ind-column\/hope-haiti-now-total-raised-hits-66m-13588\">monetary donations <\/a>are still the preferred way of helping Haiti (the Union for Reform Judaism&#8217;s Haiti relief fund, to which you can donate <a href=\"http:\/\/urj.org\/socialaction\/issues\/relief\/haiti\/\">here<\/a>, has already raised more than $600,000), <a href=\"http:\/\/www.huffingtonpost.com\/avelino-maestas\/haiti-and-debt-cancellati_b_423930.html\">some advocates <\/a>are calling for a different kind of relief: <a href=\"http:\/\/www.jubileeusa.org\/press\/press-item\/article\/broad-coalition-of-labor-development-and-religious-organizations-to-treasury-secretary-geithner-ca.html?tx_ttnews%5bbackPid%5d=170&#038;cHash=0f4a78e3f8\">debt relief<\/a>. A good primer on Haiti&#8217;s history of odious debt can be found <a href=\"http:\/\/www.jubileeusa.org\/jubilee-act\/haiti-debt-cancellation-resolution\/resources-on-haitis-debt.html\">here<\/a>, but in reality, even if Haiti&#8217;s history was not so pockmarked by exploitation, debt relief would still be &#8220;<a href=\"http:\/\/newsweek.washingtonpost.com\/onfaith\/guestvoices\/2010\/01\/forgive_haitiss_debt.html\">a no-brainer<\/a>.&#8221; As <a href=\"http:\/\/www.jubileeusa.org\/\">Jubilee USA <\/a>points out, &#8220;Haiti is projected to pay at least $100 million in debt payments to [the IMF and World Bank] over the next five years unless [its] debts are cancelled.&#8221; Needless to say, the earthquake has severely damaged Haiti&#8217;s ability to pay back those debts. JubileeUSA has <a href=\"http:\/\/www.jubileeusa.org\/press\/press-item\/article\/debt-for-disaster-jubilee-usa-dismayed-by-imf-proposal-for-100-million-loan-to-haiti.html\">put it succinctly<\/a>: &#8220;all of Haiti&#8217;s limited resources should be directed at recovery, not repayment.&#8221; <\/p>\n<p>        The IMF and World Bank&#8217;s responses, unfortunately, have not been as generous. The IMF did <a href=\"http:\/\/www.reuters.com\/article\/idUSN1420120920100114\">expand Haiti&#8217;s existing loan program <\/a>by $100 million, but it was in the form of loans &#8211; which need to be paid back &#8211; and not grants. The Union of Reform Judaism, along with 80 other religious denominations, human rights groups, and development agencies, signed <a href=\"http:\/\/www.jubileeusa.org\/press\/press-item\/article\/broad-coalition-of-labor-development-and-religious-organizations-to-treasury-secretary-geithner-ca.html?tx_ttnews%5BbackPid%5D=170&#038;cHash=0f4a78e3f8\">a letter<\/a> spearheaded by JubileeUSA, asking Secretary of the Treasury Timothy Geithner to &#8220;ensure that Haiti&#8217;s existing debt be cancelled definitively and that any new money comes in the form of grants, not loans.&#8221; (You can send a letter to Secretary Geithner urging him to cancel Haiti&#8217;s debt at JubileeUSA&#8217;s <a href=\"http:\/\/salsa.democracyinaction.org\/o\/863\/p\/dia\/action\/public\/?action_KEY=2106\">website<\/a>). <\/p>\n<p>Haiti is not the only country that could benefit from debt relief. <a href=\"http:\/\/www.jubileeusa.org\/jubilee-act.html\">The Jubilee Act <\/a>(H.R.4405) &#8220;cancels impoverished country debt, prohibits harmful economic and policy conditions on debt cancellation, [and] mandates transparency and responsibility in lending from government&#8221; to 65 countries.
