They are now discussing the reactions in the neighboring countries and islands of the Caribbean. Here is a review of the French-speaking posts dealing with this question.<\/p>\n<p><em>Radio Kiskeya<\/em> <a href=\"http:\/\/radiokiskeya.com\/spip.php?article6479\">reacts<\/a> to <a href=\"http:\/\/en.wikipedia.org\/wiki\/Fidel_castro\">Fidel Castro<\/a>&#39;s statement about the alleged &#8220;American occupation&#8221; in Haiti. After giving his &#8220;<a href=\"http:\/\/globalvoicesonline.org\/2010\/01\/16\/haiti-cuba-cooperation\/\">Lesson of Haiti<\/a>&#8221; regarding health and cooperation, the former Cuban leader now condemns the military American intervention and above all the consenting silence of the UN [Fr]:<\/p>\n<blockquote>\n<p> &#8220;Au milieu de la trag\u00e9die ha\u00eftienne, sans que personne ne sache comment ni pourquoi, des milliers de soldats des unit\u00e9s des Marines des Etats-Unis, des troupes a\u00e9roport\u00e9es de la 82e Division et d\u2019autres forces militaires ont occup\u00e9 le territoire d\u2019Ha\u00efti&#8221;, affirme le &#8220;l\u00ecder maximo&#8221; dans un billet publi\u00e9 sur le site officiel Cubadebate.cu.<\/p>\n<\/blockquote>\n<div class=\"translation\">&#8220;In the midst of the tragedy taking place in Haiti and without anyone understanding either how or why, thousands of US Marines, of 82nd Division airborne troops and other military forces are occupying the country of Haiti&#8221;,the &#8220;l\u00ecder maximo&#8221; stated in a post published on the official website Cubadebate.cu. <\/div>\n<blockquote>\n<p>&#8220;Pire encore, ni l\u2019Organisation des Nations Unies, ni le gouvernement des Etats-Unis n\u2019ont fourni aucune explication \u00e0 l\u2019opinion publique mondiale sur ces mouvements de forces&#8221;, a poursuivi Fidel Castro&#8230;<\/p>\n<\/blockquote>\n<div class=\"translation\">Even worse, neither the UN nor the US government have provided any explanation to the world public opinion concerning these troops transfers, Castro added&#8230;<\/div>\n<p><em>Radio Kiskeya<\/em> reinforces this point by mentioning similar fears about the American intentions among other Latin American presidents [Fr]:<\/p>\n<blockquote>\n<p>Avant Fidel Castro, les Pr\u00e9sidents nicaragu\u00e9en Daniel Ortega, bolivien Evo Morales et v\u00e9n\u00e9zu\u00e9lien Hugo Ch\u00e0vez avaient d\u00e9nonc\u00e9 avec v\u00e9h\u00e9mence le d\u00e9ploiement sur et autour du territoire national d\u2019un imposant contingent militaire am\u00e9ricain qui devait s\u2019\u00e9lever dimanche \u00e0 pr\u00e8s de 20.000 hommes.<\/p>\n<\/blockquote>\n<div class=\"translation\">Before Fidel Castro, other Presidents, Nicaraguan Daniel Ortega, Bolivian Evo Morales and Venezuelan Hugo Chavez had already fiercely condemned the deployment on and around the Haitian national territory of a significant number of American military units, supposedly 20.000 soldiers.<\/div>\n<p><em>Potoprincipe<\/em> also takes interest in the question of the Caribbean countries, in a post entitled &#8220;<a href=\"http:\/\/potoprincipe.blog.mongenie.com\/index.php?idblogp=908664\">Chavez cancels Haiti&#39;s debt<\/a>&#8221; [Fr]<\/p>\n<blockquote>\n<p>&#8220;Nous allons annuler (la dette). Elaborez les documents n\u00e9cessaires et la dette est annul\u00e9e&#8221;, a d\u00e9clar\u00e9 Chavez \u00e0 l&#39;issue d&#39;une r\u00e9union des ministres des Affaires \u00e9trang\u00e8res de l&#39;Alliance bolivarienne des Am\u00e9riques (Alba) sur Ha\u00efti \u00e0 Caracas, sans pr\u00e9ciser le montant de cette dette.&#8221;<\/p>\n<\/blockquote>\n<div class=\"translation\">&#8220;We are going to cancel (the debt). Write the necessary papers and the debt is cancelled&#8221; Chavez said after a meeting about Haiti of the Foreign Affairs Ministers of the Bolivarian Alliance for the Americas (ALBA), which took place in Caracas. He did not tell the exact amount of the debt.&#8221;<\/div>\n<p>As <em>Potoprincipe<\/em> concludes this post [Fr], the beginning of a Caribbean collaboration via <a href=\"http:\/\/en.wikipedia.org\/wiki\/Bolivarian_Alliance_for_the_Americas\">ALBA<\/a> is dawning:<\/p>\n<blockquote>\n<p>Le plan inclut l&#39;assouplissement des conditions d&#39;accueil des Ha\u00eftiens dans les pays de l&#39;Alba: Cuba, Venezuela, Nicaragua, Bolivie, Equateur, Honduras, la Dominique, Antigua-et-Barbuda, Saint-Vincent et les Grenadines.<\/p>\n<\/blockquote>\n<div class=\"translation\">The plan includes relaxed reception conditions for Haitian citizens in ALBA countries like Cuba, Venezuela, Nicaragua, Bolivia, Ecaduor, Honduras, Dominica, Antigua and Barbuda, Saint Vincent and the Grenadines.<\/div>\n<p>Other bloggers have been either worried or sceptical concerning the intervention of Haiti&#39;s neighboring country, <a href=\"http:\/\/en.wikipedia.org\/wiki\/Dominican_republic\">the Dominican Republic<\/a>.<\/p>\n<p>Blogger <em>R\u00e9seau Citadelle<\/em> expresses his total refusal at the deployment of soldiers from the Dominican Republic in Haiti [Fr]:<\/p>\n<blockquote>\n<p> Rien n&#39;est plus r\u00e9voltant que de lire sur Radio Kiskeya un article faisant \u00e9tat d&#39;une autorisation du gouvernement ha\u00eftien accord\u00e9e aux Nations Unies pour le d\u00e9ploiement de 150 soldats dominicains en Ha\u00efti. <\/p>\n<\/blockquote>\n<div class=\"translation\">Nothing was more appalling to me than reading on Radio Kiskeya, an article dealing with the Haitian government permission given to the UN, to deploy 150 Dominican soldiers in Haiti.<\/div>\n<p>In this same post, <em>R\u00e9seau Citadelle<\/em> advocates self-reliance so that Haitians provide support for their own people [Fr]:<\/p>\n<blockquote>\n<p> Nous voulons d\u00e9montrer aux \u00e9trangers qu&#39;il y a encore en Ha\u00efti des hommes et des femmes capables d&#39;assurer la continuit\u00e9 nationale. La destruction de Port-au-Prince, n&#39;est pas celle d&#39;Ha\u00efti.<\/p>\n<\/blockquote>\n<div class=\"translation\">We want to show the outside world that Haiti is still populated with men and women able to ensure national continuity. The destruction of Port-au-Prince does not imply the destruction of Haiti.<\/div>\n<p>In a <a href=\"http:\/\/reseaucitadelle.blogspot.com\/2010\/01\/lenjeu-du-deploiement-des-troupes.html\">follow-up post<\/a>, R\u00e9seau Citadelle insists on the psychological impact of this Dominican intervention [Fr]:<\/p>\n<blockquote>\n<p>Le d\u00e9ploiement de soldats de la R\u00e9publique Dominicaine sur le sol d&#39;Ha\u00efti est un coup dur pour le moral des ha\u00eftiens. Dans la ville du Cap-Haitien, les observateurs n&#39;y croient pas&#8230;<\/p>\n<\/blockquote>\n<div class=\"translation\"> Seeing the deployed Dominican Republic soldiers on the land of Haiti is a psychological blow for the Haitians. In the city of Cap-Haitien, people can&#39;t believe their eyes&#8230; <\/div>\n<p>In a post entitled &#8220;<a href=\"http:\/\/www.alterpresse.org\/spip.php?article9228\">the Dominican solidarity<\/a>&#8221; [Fr], <em>Alterpresse<\/em> lists all the initiatives from Dominican people and their government to help Haiti since Jan. 12th. However, the post mentions some distrust among some Haitians, echoing R\u00e9seau Citadelle&#39;s rejection:<\/p>\n<blockquote>\n<p>Des migrants ha\u00eftiens, qui ont \u00e9t\u00e9 contact\u00e9s par AlterPresse \u00e0 Santo Domingo, se sont montr\u00e9s prudents, voire sceptiques quant \u00e0 l\u2019intention r\u00e9elle du gouvernement dominicain d\u2019aider Haiti.<\/p>\n<\/blockquote>\n<div class=\"translation\"> Some Haitian migrants, reached by AlterPresse in Santo Domingo, consider the real intention of the Dominican government in helping Haiti, with caution and even scepticism.<\/div>\n<p>Condemning altogether the Dominican Republic, <a href=\"http:\/\/en.wikipedia.org\/wiki\/MINUSTAH\">MINUSTAH<\/a> and President Preval, R\u00e9seau Citadelle is questioning the opportunity to resort to the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Caricom\">Caribbean Community<\/a> [Fr]:<\/p>\n<blockquote>\n<p> Toutefois, pourquoi il ne fait pas appel aux soldats de la CARICOM ? Ils avaient intervenu en Ha\u00efti en 1994 au cot\u00e9 des troupes am\u00e9ricaines.<\/p>\n<\/blockquote>\n<div class=\"translation\">Why hasn&#39;t he resorted to the CARICOM soldiers? They came to Haiti in 1994 along with the American troops.<\/div>\n<p>Meanwhile, <a href=\"http:\/\/bimchat.wordpress.com\/2010\/01\/27\/caricom-wants-top-role-in-haiti-reconstruction\/\">according to blogger Bajan Global Report<\/a>, CARICOM considers an active participation in the recovery effort of Haiti. Following the same logic as R\u00e9seau Citadelle and Radio Kiskeya, <a href=\"http:\/\/en.wikipedia.org\/wiki\/PJ_Patterson\">former Jamaican Prime Minister PJ Patterson<\/a> defines one priority &#8211; Haitians living inside and outside Haiti provide support for their own so that the recovery could be sustainable:<\/p>\n<blockquote>\n<p>\u201cUnless there is ownership by those directly affected, the best laid plans will come to naught. In addition to the involvement from the outset of the Haitian authorities, that of civil society and of the people of Haiti is also of overarching importance,\u201d he added.<br \/>\n[&#8230;]<br \/>\nThe former Jamaican leader further recommended the involvement of the Haitian Diaspora, as well as the urgent reinforcement of the public functions of the state, including the public service, to ensure that the progress made in the provision of public goods and basic services is sustainable.<\/p>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"<p>For more than two weeks, the governance of Haiti after the earthquake has been seriously questioned by Haitian bloggers.
