In addition to small business credits and continued state aid, the White House has proposed a $30 billion job creation plan that would give employers $5000 dollars for each new hire. Last week I wrote that while the job creation tax credit has broad support among policy groups, including the CBO and the left-of-center EPI, it&#8217;s also <a href=\"http:\/\/business.theatlantic.com\/2010\/01\/how_obamas_hiring_tax_credit_could_work_--_and_why_it_might_not.php\">easy to game the system<\/a>. Richard Posner finds a deeper flaw: It does nothing to juice demand. <br \/>Here&#8217;s <a href=\"http:\/\/correspondents.theatlantic.com\/richard_posner\/2010\/01\/the_limits_of_deficit_spending.php\">Posner<\/a>:<\/p>\n<blockquote>\n<p>The Keynesian theory of stimulus (the only theory that makes<br \/>\neconomic sense) is that if private demand for goods and services falls<br \/>\nsubstantially below the economy&#8217;s productive capacity (as it has done),<br \/>\ngovernment can replace the shortfall in demand by increasing its own<br \/>\ndemand. <b>It can buy roads and airports and military equipment with<br \/>\nborrowed money (so as not to take money out of people&#8217;s pockets, in the<br \/>\nform of taxes, and by doing so depressing private demand)<\/b>. And it can<br \/>\nborrow cheap, because consumers are saving more than usual, and, with<br \/>\ndemand weak, businesses are borrowing less than usual. So the private<br \/>\ndemand for credit is weak, and interest rates therefore low. The surge<br \/>\nin government demand increases production, and increased production<br \/>\nresults in increased employment.\n  <\/p>\n<p>The job-stimulus plan is not aimed at increasing demand, and<br \/>\ntherefore is unlikely to increase employment. For think: if a company<br \/>\nis producing 1,000 widgets a year with a work force of 30, and it adds<br \/>\na 31st employee and thereby earns a $5,000 tax credit, the company&#8217;s<br \/>\ntotal costs will have risen by the wages and benefits that he pays the<br \/>\nnew employee minus the $5,000. But his sales will not have risen.<br \/>\nParticipating in the job-subsidy program will actually reduce his<br \/>\nprofits (revenue minus cost).<\/p>\n<\/blockquote>\n<p>Last year I offered reasons for and against <a href=\"http:\/\/business.theatlantic.com\/2009\/12\/jobs_summit_menu_a_guide_to_job_stimulus_ideas.php\">9 big ideas to beat unemployment,<\/a> from business tax credits to public works projects. One of those ideas is infrastructure spending &#8212; that is, buying roads and bridges with borrowed money. The downside of infrastructure spending is that sometimes it takes a while to get the bridge-building projects off the ground. That&#8217;s one reason why the CBO found that the jobs tax credit would actually be <a href=\"http:\/\/business.theatlantic.com\/2010\/01\/if_scott_browns_massachusetts_upset.php\">not only faster, but more effective at creating work hours. <\/a><\/p>\n<p>At the same time, it&#8217;s not clear even to the CBO that a hiring tax credit could work, or if it ever has. After the 1973-5 recession the New Jobs Tax Credit<br \/>\ngave firms a tax break if they increased total employment by at least<br \/>\ntwo percent. The policy was too complex for many firms to apply, and<br \/>\nlater studies struggled to agree that the tax credit boosted jobs by a<br \/>\nsignificant number.
