One might hope that given last year&#8217;s $1.4 trillion budget deficit was an all-time high and the President promised a spending &#8220;freeze&#8221; in last week&#8217;s State of the Union, this budget might signal a change in direction from the White House. No such luck. President Obama&#8217;s new budget is full of <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/31\/AR2010013101377.html\" >billions of dollars in new spending<\/a> for <a href=\"http:\/\/blog.heritage.org\/2010\/01\/15\/head-start-a-150-billion-failure\/\" >failed government programs<\/a>, <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/31\/AR2010013101377.html\" >higher taxes on American families and businesses<\/a>, and deficit spending for as far as the eye can see.<\/p>\n<p>At the very least, the budget document President Obama is submitting today exposes his spending &#8220;freeze&#8221; promise for the fraud that it is. As<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/25\/AR2010012503549.html\" > outlined<\/a> last week, the administration would halt spending increases for only a $447 billion sliver of our total budget, with a total of $15 billion to be*<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/25\/AR2010012503549.html\" >saved<\/a>. That is less than half a percent off of last year\u0092s spending. Worse, this isn&#8217;t even an across-the-board spending freeze; it is an aggregate one. So &#8220;spending cuts&#8221; in parts of the budget are immediately channeled to others. For example, even though the federal government does not need any money for the Census next year, President Obama counts the $5 billion spent this year as a &#8220;spending cut&#8221; that can be immediately spent on other government programs, such as a <a href=\"http:\/\/www.politico.com\/news\/stories\/0110\/32293.html\" >16% increase in Department of Education funding<\/a>, a <a href=\"http:\/\/www.politico.com\/news\/stories\/0110\/32293.html\" >6.8% increase in Department of Energy funding<\/a>, and increases for ineffective Health and Human Services programs like <a href=\"http:\/\/blog.heritage.org\/2010\/01\/15\/head-start-a-150-billion-failure\/\" >Head Start<\/a> and<a href=\"http:\/\/blog.heritage.org\/2009\/10\/15\/sex-ed-ideology-not-information-in-our-nations-schools\/\" > sex education<\/a>.<\/p>\n<p>Given the best case scenario, the most the White House hopes to save from this supposed spending &#8220;freeze&#8221; is <a href=\"http:\/\/blog.heritage.org\/2010\/01\/26\/is-obamas-underwhelming-spending-freeze-a-fakeroo\/\" >$15 billion<\/a>. And that is easily dwarfed by just the <a href=\"http:\/\/www.latimes.com\/news\/nation-and-world\/la-na-obama-budget1-2010feb01,0,451958.story\" >$100 billion President Obama wants for his Economic Stimulus II plan<\/a>. Then there are the tax hikes, including <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/01\/31\/AR2010013101377.html\" >higher taxes on families earning more than $250,000<\/a> and a <a href=\"http:\/\/blog.heritage.org\/2010\/01\/29\/obamas-bank-tax-missing-the-target\/\" >brand new tax on financial institutions to pay for the failed automobile union bailout<\/a>.<\/p>\n<p>And what is the end result of all of President Obama&#8217;s new taxes and spending? A record national debt. According to the White House Office of Management and Budget,*<a href=\"http:\/\/online.wsj.com\/article\/SB10001424052748704107204575038733246595218.html?mod=WSJ-hpp-LEFTTopStories\" >the United States will post a $1.556 trillion deficit in fiscal 2010, which the Obama administration claims will be reduced to $1.267 trillion in fiscal 2011<\/a>, thanks to their budget. Given this administration&#8217;s budget forecasting record, however, expect that final deficit number to go up. The Obama administration now forecasts $5.08 trillion in debt over the next five years; <a href=\"http:\/\/www.politico.com\/news\/stories\/0110\/32293.html\" >that is 35% more debt than they forecast just 12 months ago<\/a>.<\/p>\n<p>A common sense budget would move our country in a much different direction. For starters, the remaining TARP and stimulus funds should both be rescinded. Next, instead of the President\u0092s fungible <a href=\"hhttp:\/\/www.realclearpolitics.com\/articles\/2010\/01\/25\/biden_economic_advisor_debates_spending_freeze_with_maddow_100045.html\" >\u0093aggregate\u0094<\/a> spending freeze, tough hard spending caps should be enacted. Finally, <a href=\"http:\/\/www.heritage.org\/Research\/Budget\/bg2114.cfm\" >Congress should disclose the massive unfunded obligations of Social Security, Medicare and Medicaid; put those programs on long-term budgets; and enact the necessary entitlement and programmatic reforms that can keep government within those limits.<\/a><\/p>\n<p><b>Quick Hits:<\/b><\/p>\n<ul>\n<li> Defending the secret negotiations and special interest deals used to advance President Obama&#8217;s health care plan, Speaker Nancy Pelosi (D-CA) <a href=\"http:\/\/www.nytimes.com\/2010\/02\/01\/us\/politics\/01caucus.html?ref=todayspaper\" >told journalists<\/a>: &#8220;The American people don\u0092t care about process.&#8221;<\/li>\n<li>According to <a href=\"http:\/\/www.rasmussenreports.com\/public_content\/politics\/general_politics\/january_2010\/65_now_hold_populist_or_mainstream_views\" >Rasmussen Reports, <\/a>76% of voters generally trust the American people more than political leaders on important national issues, and 70% believe that the government and big business typically work together in ways that hurt consumers and investors.<\/li>\n<li>Since some states have already spent the money on the belief that President Obama&#8217;s health care legislation would pass, the administration&#8217;s budget includes <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052748703762504575037220630245164.html?mod=WSJ-hpp-LEFTTopStories\" >an additional $25 billion in Medicaid funding for states &#8211; an amount that was originally part of Obamacare<\/a>.<\/li>\n<li>According to <a href=\"http:\/\/www.gallup.com\/poll\/125417\/Americans-Reliant-Government-Healthcare-2009.aspx\" >Gallup<\/a>, the  percentage of Americans dependent on government-based health insurance grew last year, while the percentage with employer-based healthcare dropped.<\/li>\n<li>The United States will deploy a <a href=\"http:\/\/www.foxnews.com\/politics\/2010\/02\/01\/missile-shield-gulf-ups-ante-iran\/\" >missile defense<\/a> shield to protect American allies from a potential Iranian strike.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/blog.heritage.org\/2010\/02\/01\/morning-bell-the-obama-budget-higher-taxes-higher-spending-and-more-debt\/\" >http:\/\/blog.heritage.org\/2010\/02\/01\/&#8230;and-more-debt\/<\/a><\/div>\n","protected":false},"excerpt":{"rendered":"<p>On 02.01.10 06:42 AM posted by Conn Carroll President Barack Obama will submit a $3.8 trillion budget proposal for fiscal 2011 to Congress today.
