Former Senators John Warner<br \/>(R-Va.) and Hillary Clinton (D-N.Y.) added language requiring the<br \/>department to consider the effects of climate change on its facilities,<br \/>capabilities, and missions to the 2008 National Defense Authorization<br \/>Act. The Department of Defense&#8217;s <a href=\"http:\/\/www.cnas.org\/blogs\/abumuqawama\/2010\/01\/here-it-real-deal-holyfield-qdr.html\">Quadrennial Defense Review<\/a>, officially released today, discusses the department&#8217;s &#8220;strategic approach to climate and energy:&#8221;<\/p>\n<p><strong>Climate change and energy are two key  issues that will play a significant role in shaping the future security environment<\/strong>.<br \/>Although they produce distinct types of challenges, climate change,<br \/>energy security, and economic stability are inextricably linked. The<br \/>actions that the Department takes now can prepare us to respond<br \/>effectively to these challenges in the near term and in the future.<\/p>\n<p>The QDR notes that climate change affects the Department of Defense<br \/>&#8220;in two broad ways:&#8221; first, global warming impacts and disasters will<br \/>&#8220;act as an accelerant of instability or conflict,&#8221; and second, military<br \/>installations and forces around the globe will have to adapt to rising<br \/>seas, increased extreme weather, and other effects of global warming:<\/p>\n<p>Assessments conducted by the intelligence community<br \/>indicate that climate change could have significant geopolitical<br \/>impacts around the world, contributing to poverty, environmental<br \/>degradation, and the further weakening of fragile governments. Climate<br \/>change will contribute to food and water scarcity, will increase the<br \/>spread of disease, and may spur or exacerbate mass migration. <strong>While<br \/>climate change alone does not cause conflict, it may act as an<br \/>accelerant of instability or conflict, placing a burden to respond on<br \/>civilian institutions and militaries around the world<\/strong>.<\/p>\n<p>The military is working on not just responding to the impacts of<br \/>global warming, but also mitigating the threat by reducing global<br \/>warming emissions. Increased use of renewable energy and energy<br \/>efficiency not only lessens the military&#8217;s enormous carbon footprint,<br \/>but also delivers immediate security benefits:<\/p>\n<p><strong>Energy efficiency can serve as a force multiplier<\/strong>,<br \/>because it increases the range and endurance of forces in the field and<br \/>can reduce the number of combat forces diverted to protect energy<br \/>supply lines, which are vulnerable to both asymmetric and conventional<br \/>attacks and disruptions.<\/p>\n<p>The military&#8217;s overall agenda is backed up by specific action. In<br \/>line with President Obama&#8217;s executive order to devise a greenhouse<br \/>pollution reduction plan, the Department of Defense has committed to<br \/>cutting emissions from its non-combat facilities by <a href=\"http:\/\/wonkroom.thinkprogress.org\/2010\/01\/29\/obama-commits-government-to-major-cuts-in-global-warming-pollution\/\">34 percent by 2020<\/a>. The Air Force, long dependent on billions of gallons of imported oil, is investing deeply in <a href=\"http:\/\/www.americanprogress.org\/issues\/2009\/11\/clean_energy_air_force.html\">all forms of renewable energy<\/a>. The Army is making major investments in battery technology, renewable energy, and electric drive vehicles.<\/p>\n<p><\/p>\n<p>As Vice President Gore has noted repeatedly, the &#8220;<a href=\"http:\/\/www.wilshireandwashington.com\/2009\/11\/al-gore-took-his-climate-change-message-to-beverly-hills-on-thursday-night.html\">climate crisis<\/a>,<br \/>the security crisis, and the economic crisis have a common thread&#8221;&#8212;our<br \/>dependence on fossil fuels.
