M. Jodi Rell stood on the raised dais above many legislators and announced that the era of name-calling and hyper-partisanship in Hartford must come to an end.<\/p>\n<p>In her low-key style, Rell admonished lawmakers for the finger-pointing and blame-laying that prompted the longest budget battle in state history last year.<\/p>\n<p>By contrast, House Republican leader Larry Cafero is often a little more direct than Rell.<\/p>\n<p>Commenting after the speech, Cafero said that Rell&#8217;s message was: &#8220;We better cut the crap and start acting civil.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In her final State of the State Address, Gov.
