Heritage budget  analyst Brian Riedl breaks that down in his analysis of the budget <a href=\"http:\/\/www.heritage.org\/Research\/Budget\/wm2787.cfm\" >here<\/a>.* On top of  that the House passed and sent to the President a $1.9 trillion dollar debt  limit increase.<\/p>\n<p>As the Senate moves to take up a supposed \u0093jobs\u0094 bill, the House  with pivot back to health care. *The final language is still being worked out  but they expect to take up a bill to remove antitrust exemptions for health  insurers, which is a provision that does have some bi-partisan support. This  could be sign that Congress could pivot to taking up smaller portions of the  broader health care reform bill.<\/p>\n<p>Lastly, the House is also expected to take up  an Intelligence Authorization bill.<\/p>\n<p><b>Major Floor  Action:<\/b><\/p>\n<ul>\n<li><a href=\"http:\/\/frwebgate.access.gpo.gov\/cgi-bin\/getdoc.cgi?dbname=111_cong_bills&amp;docid=f:h2701rh.txt.pdf\" >HR  2701 Fiscal 2010 Intelligence Authorization<\/a><\/li>\n<\/ul>\n<ul>\n<li>Small health care bill  to remove antitrust exemptions for health insurers (language still not  available)<\/li>\n<\/ul>\n<p><b>Major Committee  Action:<\/b><\/p>\n<ul>\n<li>Many of the  Subcommittees of the <a href=\"http:\/\/appropriations.house.gov\/calendar.aspx\" >House Appropriations  Committee<\/a> will hold hearings this week to begin considering  the 2011 Appropriations programs and activities.<\/li>\n<\/ul>\n<ul>\n<li>Several major  committees will also hold hearings on the 2011 budget  including <a href=\"http:\/\/armedservices.house.gov\/\" >Armed Services<\/a>, <a href=\"http:\/\/hsc.house.gov\/\" >Homeland Security<\/a>, <a href=\"http:\/\/resourcescommittee.house.gov\/\" >Natural Resources<\/a>, <a href=\"http:\/\/waysandmeans.house.gov\/\" >Ways  and Means<\/a>,  and several  others.<\/li>\n<\/ul>\n<p><b>Senate Cloakroom:  February 8 \u0096 12<\/b><\/p>\n<p><b>Analysis:<\/b><\/p>\n<p><a href=\"http:\/\/blog.heritage.org\/wp-content\/uploads\/Senate-seal.png\" ><img decoding=\"async\" src=\"http:\/\/blog.heritage.org\/wp-content\/uploads\/Senate-seal.png\" border=\"0\" alt=\"\" \/><\/a><\/p>\n<p>Jobs.* Jobs.* Jobs.* The Senate  stimulus strategy, outlined late last week, involves moving a number of smaller  bills.* With public anxiety over last year\u0092s $787 billion stimulus bill and the  sheer complexity of the health care reform efforts, that makes political sense.*  Moving multiple small bills will prove no more effective than last year\u0092s failed  effort if the policy is bad.* Unfortunately, many of the policies being discussed appear to be more of the same \u0097 spending and taxpayer-backed subsidies  geared toward special interests.<\/p>\n<p><b>Major Floor  Action:<\/b><\/p>\n<ul>\n<li>On Monday,  the Senate will vote to confirm Joseph Greenaway to be U.S. Circuit Judge for  the Third Circuit. They will also attempt to invoke cloture on the <a href=\"http:\/\/www.heritage.org\/Press\/Commentary\/ed102709b.cfm\" >controversial  nomination of Craig Becker<\/a> to be a member of the National Labor Relations  Board.<\/li>\n<\/ul>\n<ul>\n<li>The legislative text of  the \u0093tax provision\u0094 stimulus bill has not been made public, but a misguided <a href=\"http:\/\/www.heritage.org\/Research\/Taxes\/wm2791.cfm\" >hiring tax credit<\/a> is certainly on the table.<\/li>\n<\/ul>\n<p><b>Major Committee  Action:<\/b><\/p>\n<ul>\n<li>The <a href=\"http:\/\/armed-services.senate.gov\/e_witnesslist.cfm?id=4385\" >Armed Services  Committee<\/a> will hold a closed hearing on the transfer of <a href=\"http:\/\/blog.heritage.org\/2010\/02\/03\/in-the-green-room-senator-mitch-mcconnell\/\" >detainees  held at Guantanamo<\/a>.<\/li>\n<\/ul>\n<ul>\n<li>The <a href=\"http:\/\/energy.senate.gov\/public\/index.cfm?FuseAction=Hearings.Hearing&amp;Hearing_ID=525c6f21-0b06-3910-2ba0-3a37c06be95f\" >Energy  Committee<\/a> will hold a hearing on DOE\u0092s <a href=\"http:\/\/www.heritage.org\/Research\/EnergyandEnvironment\/wm2789.cfm\" >loan  guarantee<\/a> program.<\/li>\n<\/ul>\n<ul>\n<li>The <a href=\"http:\/\/budget.senate.gov\/democratic\/hearingstate.html\" >Budget  Committee<\/a> will hold a hearing on the <a href=\"http:\/\/www.heritage.org\/Research\/Budget\/wm2787.cfm\" >federal budget and  exploding debt<\/a>.<\/li>\n<\/ul>\n<p><a href=\"http:\/\/blog.heritage.org\/2010\/02\/07\/the-house-and-senate-cloakroom-february-8-%e2%80%93-12-2010\/\" >http:\/\/blog.heritage.org\/2010\/02\/07\/&#8230;80%93-12-2010\/<\/a><\/div>\n","protected":false},"excerpt":{"rendered":"<p>On 02.07.10 09:00 AM posted by Dan Ziegler House Cloakroom: February 8 \u0096 12 Analysis: Last week President Obama released his new budget which would spend an additional $1.7 trillion.
