More likely it will be Vietnam, the communist cousin that has gotten in way over its head copying Chinese stimulus policies.<\/p>\n<p>Hanoi responded to the global downturn in a similar way as Beijing: an enormous stimulus that promoted easy lending and further expansion of industrial capacity. The stimulus worked at first, producing 5.5% GDP growth rates and high stock market gains. But then it went awry.<\/p>\n<p>Asia Times correspondent <a href=\"http:\/\/atimes.com\/atimes\/Southeast_Asia\/LB10Ae01.html\">Shawn Crispin<\/a> describes the swift deflation of the VN Index:<\/p>\n<p style=\"padding-left: 30px;\">Financial analysts say that because there was virtually no underlying demand  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfor working capital among state-owned enterprises (SOEs) and export-oriented  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tprivate companies that received the bulk of the new credits, much of the money  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twas recycled into the local <span class=\"IL_AD\">stock<\/span> market. The footloose liquidity contributed  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tto making Vietnam&#8217;s stock market one of the world&#8217;s best performers during the  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tfirst half of 2009; it then fell dramatically in the second half.<\/p>\n<p>At the same time, Hanoi was unable to control inflation or shut down currency black markets:<\/p>\n<p style=\"padding-left: 30px;\">The State Bank of Vietnam (SBV) has required that  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tsmall banks, which contributed to inflation through rampant lending in 2008,  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\ttriple their underlying capital by year&#8217;s end or face closure. The government  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\thas also ordered closed gold exchanges across the country &#8211; a restriction that  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\twill come into full force in March in a bid to stop local dumping of dong for  \t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tgold.<\/p>\n<p>The latest from Vietnam is a <a href=\"http:\/\/www.businessinsider.com\/the-15-countries-at-the-greatest-risk-of-default-2010-2#vietnams-cds-spread-2496-bps-3\">high CDS spread<\/a>, rapidly approaching the level of <a href=\"http:\/\/www.businessinsider.com\/morgan-stanley-greece-is-a-trojan-horse-that-threatens-the-euro-and-the-credibility-of-europe-itself-2010-1\">sick man of Europe<\/a> Greece.<\/p>\n<p>China has dealt with these problems thanks to its powerful government and significant resource advantage. But there&#8217;s plenty cause for worry in Beijing.
