Committee Chairman Rep. Antonio Guerrera, D-Rocky Hill,&nbsp;submitted the proposal after a Rocky Hill teenager, Vikas Parikh,&nbsp;died&nbsp;as a result of a&nbsp;January bus crash on I-84.&nbsp;&nbsp;&nbsp;<\/p>\n<p>The hearing has been rescheduled for Feb. 17.
