{"id":302776,"date":"2010-02-10T12:10:52","date_gmt":"2010-02-10T17:10:52","guid":{"rendered":"tag:business.theatlantic.com,2010:\/\/3.35699"},"modified":"2010-02-10T12:29:00","modified_gmt":"2010-02-10T17:29:00","slug":"are-the-gops-ideas-on-health-care-reform-any-good","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/302776","title":{"rendered":"Are the GOP&#8217;s Ideas on Health Care Reform Any Good?"},"content":{"rendered":"<p>As President Obama seeks to court GOP members to attend a bipartisan summit on health care reform, Republicans are sharing their own ideas about what reform should look like. Newt Gingrich lays out his <a href=\"http:\/\/online.wsj.com\/article\/SB20001424052748704820904575055190217079952.html\">ten GOP ideas for Obama<\/a> in the Wall Street Journal today. I want to focus on three in particular: Eliminating the employer subsidy, strengthening the individual market for insurance and sparing Medicare from cuts.*<\/p>\n<p>Gingrich writes:<\/p>\n<blockquote><p>The current taxation of health insurance is arbitrary and unfair,<br \/>\ngiving lavish subsidies to some, like those who get Cadillac coverage<br \/>\nfrom their employers, and almost no relief to people who have to buy<br \/>\ntheir own. More equitable tax treatment would lower costs for<br \/>\nindividuals and families. Many health economists conclude that tax<br \/>\nrelief for health insurance should be a fixed-dollar amount\n<\/p><\/blockquote>\n<p>He doesn&#8217;t come right out and say it, but Gingrich is essentially<br \/>\ncalling for an end to tax subsidies for employer provided insurance. That could take a couple forms. We could eliminate the employer tax subsidy entirely (which<br \/>\nwould make health insurance more expensive immediately for many<br \/>\ncompanies, especially small businesses), cap the subsidy, or tax<br \/>\nexpensive insurance plans above a certain level and index the tax below medical<br \/>\ninflation so that the it hits more companies over time (which I support). In any case, it&#8217;s a new tax. It&#8217;s a tax increase. But Gingrich can&#8217;t explicitly call for a <i>tax<\/i> <i>increase<\/i><br \/>\nbecause he&#8217;s selling &#8220;GOP health ideas,&#8221; and the &#8220;<a href=\"http:\/\/www.gop.gov\/solutions\/healthcare\">GOP health ideas&#8221; website<\/a> explicitly rejects any plan that &#8220;raises tax on small businesses.&#8221;<\/p>\n<p>The GOP website&#8217;s position is untenable. It&#8217;s impossible to strengthen the individual market<br \/>\nfor health care if employer provided plans are tax-exempt. If you want<br \/>\nindividuals and families to control their own health insurance, you<br \/>\nwant them picking their own plans in the marketplace so that they know<br \/>\nwhat they&#8217;re paying for and how much they&#8217;re paying. But there&#8217;s no<br \/>\nincentive to leave your employer-provided insurance plan if it has<br \/>\npreferential tax treatment.<\/p>\n<p>Finally let&#8217;s look at Gingrich&#8217;s plan to cut Medicare:<\/p>\n<blockquote>\n<p><em>Don&#8217;t cut Medicare.<\/em> The reform bills passed by the House<br \/>\nand Senate cut Medicare by approximately $500 billion. This is wrong.<br \/>\nThere is no question that Medicare is on an unsustainable course; the<br \/>\ngovernment has promised far more than it can deliver. But this problem<br \/>\nwill not be solved by cutting Medicare in order to create new unfunded<br \/>\nliabilities for young people.<\/p>\n<\/blockquote>\n<p>Gingrich&#8217;s doesn&#8217;t support extending health insurance to 30 million<br \/>\nAmericans. He also recognizes that Medicare cuts, while eventually<br \/>\nnecessary, would be presently unpopular. So he justifying rejecting<br \/>\nMedicare cuts <i>because<\/i> the money saved would be used to extend<br \/>\nhealth insurance to 30 million Americans.
