{"id":310156,"date":"2010-02-11T16:10:52","date_gmt":"2010-02-11T21:10:52","guid":{"rendered":"http:\/\/opiniojuris.org\/?p=11247"},"modified":"2010-02-11T16:10:52","modified_gmt":"2010-02-11T21:10:52","slug":"experts-release-report-explaining-that-international-law-can-help-suppress-piracy","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/310156","title":{"rendered":"Experts Release Report Explaining that International Law Can Help Suppress Piracy"},"content":{"rendered":"<p><strong><em>by Julian Ku <\/em><\/strong><\/p>\n<p>The Academic Council on the United Nations System (ACUNS), in partnership with ASIL and the One Earth Future Foundation, have released a report entitled: &#8220;<a  href=\"http:\/\/www.acuns.org\/programsan\/suppressingmaritimepiracyexploringtheoptionsininte\/suppressingmaritimepiracyexploringtheoptionsininte\">Suppressing Maritime Piracy: Exploring the Options in International Law&#8221;.<\/a>\u00a0 It is a useful report, and it is the product of a very smart and knowledgeable group of international law experts including friends of this blog like John Bellinger, Eugene Kontorovich, David Glazier, and Beth Van Schaack.\u00a0 But like many of these committee panel reports, it doesn&#8217;t really come to any conclusion or consensus on the legal problem of how to encourage nations to punish piracy (at least not as far as I can tell).\u00a0\u00a0But it is at least a\u00a0start in the conversation.\u00a0\u00a0My own view is that\u00a0nations just won&#8217;t have the right incentives here\u00a0and that ultimately, this is going to be dealt with by better self-help mechanisms on merchant ships.
