Increasing Trend in Mass Incidents"},"content":{"rendered":"<p>Protests, known in Chinese as \u201cmass incidents\u201d, grew fiercer and more violent in 2009, while methods of protest grew in variation, says a Chinese Academy of Social Sciences researcher.<\/p>\n<p>In a recent <em><a href=\"http:\/\/www.infzm.com\/content\/41159\/0\">Southern Weekend<\/a><\/em> article Shan Guangnai of the Chinese Academy of Social Sciences analyzes new trends in \u201cmass incidents\u201d, an area of growing concern for the Chinese government and communist party alike.<\/p>\n<p>Shan says socioeconomic tensions in 2009 led to an increase in localized protests largely instigated by local corporate reform and labor disputes, housing demolition and relocation, government expropriation of rural land, and pollution.<\/p>\n<p>The characteristics of such incidents in 2009 are markedly different from years past, Shan says.\u00a0 He says some noticeable trends include increases in fierceness and violence, increases in protests incited by online public opinion, labor-wage disputes, and pollution.\u00a0 A catalyst\u00a0culminating the matter is the public\u2019s suspicion of formally searching out assistance and a general lack of confidence in local governments, he says.<\/p>\n<p>Author of the blog <em>Convey to Society<\/em> attributes the exponential rise in mass incidents to historical problems swept under the rug during the last 30 years of development.\u00a0 The author details the rapid increase in incidents in a December 2009 <a href=\"http:\/\/linkwf.blog.hexun.com\/42591664_d.html\">entry<\/a>.<\/p>\n<blockquote>\n<p>\u62a5\u544a\u6307\u51fa\uff0c\u4eca\u5e74\u7fa4\u4f53\u6027\u4e8b\u4ef6\u53d1\u751f\u4ecd\u7136\u4fdd\u6301\u7740\u591a\u53d1\u7684\u6001\u52bf\uff0c\u8fd9\u662f\u56e0\u4e3a\u4e00\u4e9b\u5730\u65b9\u5728\u52a0\u901f\u53d1\u5c55\u548c\u8f6c\u578b\u7684\u8fc7\u7a0b\u5f53\u4e2d\uff0c\u79ef\u7d2f\u4e86\u5f88\u591a\u5386\u53f2\u4e0a\u7684\u77db\u76fe\u548c\u95ee\u9898\uff0c\u8fd9\u4e9b\u95ee\u9898\u5f97\u4e0d\u5230\u53ca\u65f6\u89e3\u51b3\uff0c\u9020\u6210\u7684\u6c11\u6028\u592a\u6df1\u3002\u636e\u4e0d\u5b8c\u5168\u7edf\u8ba1\uff0c1993\u5e74\u6211\u56fd\u53d1\u751f\u7fa4\u4f53\u6027\u4e8b\u4ef60.87\u4e07\u8d77\uff0c2005\u5e74\u4e0a\u5347\u4e3a8.7\u4e07\u8d77\uff0c2006\u5e74\u8d85\u8fc79\u4e07\u8d77\uff0c2008\u5e74\u7fa4\u4f53\u6027\u4e8b\u4ef6\u7684\u6570\u91cf\u53ca\u6fc0\u70c8\u7a0b\u5ea6\u90fd\u8d85\u8fc7\u4ee5\u5f80\u3002\u5982\u4eca\uff0c\u793e\u79d1\u9662\u5b66\u8005\u79f0\uff0c\u4eca\u5e74\u7fa4\u4f53\u6027\u4e8b\u4ef6\u53d1\u751f\u4ecd\u7136\u4fdd\u6301\u7740\u591a\u53d1\u7684\u6001\u52bf\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">Reports have shown mass incidents [in 2009] have maintained an increasing posture.\u00a0 This is because of an accumulation of historical problems and contradictions during the course of development and transition.\u00a0 These problems have not received timely resolution, causing an all too deep feeling of resentment in the people.\u00a0 Based on an incomplete set of statistics, 8,700 mass incidents occurred in 1993, rising to 87 thousand in 2005, and surpassing 90 thousand in 2006.\u00a0 In 2008 the level of intensity of mass incidents surpassed that of previous years.\u00a0 Today social scientists claim mass incidents this year still maintain an increasing posture.<\/p>\n<p>Shan Guangnai points to some of 2009\u2019s most intense protests as evidence of a growing level of violence during such incidents.\u00a0 Protests in the provinces of Hubei, Yunnan, Jilin and Henan indicate unprecedented levels of intensity.<\/p>\n<p><strong>Local resentment<\/strong><\/p>\n<p>An incident broke out on Jun. 17 in Shishou, Hubei Province after a controversy surrounding the death of a hotel cook swept more than\u00a0ten thousand people into a protest lasting three days.\u00a0 Images of the protest from a blog at <a href=\"http:\/\/qzblog.zxmxd.com\/379746988\/1263044041.htm\">zxmxd.com<\/a> show hundreds of military police retreating from a large crowd of violent protesters.<\/p>\n<p>The Jun. 17 incident in Shishou was a result of long-term, unresolved problems and built up tension, writes Qiu Xuebin at <a href=\"http:\/\/www.blogchina.com\/20090621739365.html\">blogchina.com<\/a>.\u00a0<\/p>\n<blockquote>\n<p>\u79ef\u6028\u4e0d\u89e3\uff0c\u540e\u60a3\u96be\u9664\u2026\u7fa4\u4f17\u5229\u76ca\u8bc9\u6c42\u957f\u671f\u5f97\u4e0d\u5230\u89e3\u51b3\uff0c\u6c11\u4f17\u5c31\u8c61\u4e00\u5806\u5e72\u67f4\uff0c\u9047\u5230\u4e00\u70b9\u706b\u661f\uff0c\u5c31\u4f1a\u71c3\u8d77\u718a\u718a\u70c8\u706b\u3002\u7f51\u7edc\u4f5c\u4e3a\u51fa\u6c14\u7b52\uff0c\u5df2\u7ecf\u53d1\u6cc4\u4e86\u4e0d\u5c11\u6c11\u6124\u4e86\uff0c\u4f46\u5982\u679c\u6c11\u4f17\u7684\u73b0\u5b9e\u8bc9\u6c42\u6e20\u9053\u4e0d\u7545\uff0c\u77db\u76fe\u548c\u95ee\u9898\u957f\u671f\u5f97\u4e0d\u5230\u89e3\u51b3\uff0c\u6700\u7ec8\u8fd8\u662f\u8981\u4ece\u7f51\u7edc\u7684\u865a\u62df\u4e16\u754c\u4e0b\u6765\u8d70\u5411\u8857\u5934\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">An accumulation of unresolved resentment is difficult to get rid of once it becomes a problem.\u00a0 When the interests of the people go unanswered long term, the people light up in fury like sparks on brushwood.\u00a0 The internet is like an exhaust pipe, already spewing much public indignation. But if the people\u2019s realistic means of making claims [of the government] are hindered, contradictions and problems going unanswered long term, in the end we slip out of the make-believe world that is the internet and hit the streets.<\/p>\n<p><strong>Online public opinion<\/strong><\/p>\n<p>In February 2009 the term \u201cduo-mao-mao\u201d became one of the most commonly searched words on Chinese search engines.\u00a0 Originally referring to a child\u2019s game, the term now stands for the death of a 24 year-old man who died under questionable circumstances in a local jail in Yunnan Province.<\/p>\n<p>After an investigation committee yielded inconclusive results, a barrage of online indignation expressed distrust in the investigation and the local government.\u00a0 Some Chinese netizens advocated violence, as described in an article at <a href=\"http:\/\/www.ycwb.com\/sp\/2009-02\/26\/content_2074717.htm\">ycwb.com<\/a>.\u00a0<\/p>\n<p>Blogger <a href=\"http:\/\/blog.66wz.com\/?uid-211494-action-viewspace-itemid-314280\">Shuibin-Mengxiang<\/a> dicusses the role online opinion played in the \u201cDuo-mao-mao\u201d incident.<\/p>\n<blockquote>\n<p><strong>\u4e91\u5357<\/strong>\u201c<strong>\u8eb2\u732b\u732b<\/strong>\u201d\u4e8b\u4ef6\u53d1\u751f\u540e\uff0c<strong>\u7f51\u7edc<\/strong>\u58f0\u8ba8\u7684\u8a00\u8bba\u72b9\u5982\u6d9b\u5929\u6d2a\u6c34\u822c\u4e00\u6d6a\u5377\u4e00\u6d6a\u6251\u5929\u800c\u6765\uff0c\u8fd9\u518d\u6b21\u53cd\u6620\u51fa\u7f51\u7edc\u653e\u5927\u4f20\u64ad\u7684\u65e0\u5f62\u529b\u91cf\uff0c\u4e5f\u53cd\u6620\u51fa\u56e0\u7a81\u53d1\u4e8b\u4ef6\u800c\u88ab\u52a8\u5e94\u4ed8<strong>\u8206\u8bba<\/strong>\u6210\u4e86\u5730\u65b9<strong>\u515a\u59d4<\/strong>\u653f\u5e9c\u7684\u5934\u75bc\u75c5\u3002\u8fd9\u4e2a\u4e8b\u4ef6\u5e26\u7ed9\u515a\u59d4\u653f\u5e9c\u5e94\u5bf9\u7f51\u7edc\u8206\u8bba\u51e0\u70b9\u542f\u793a<\/p>\n<\/blockquote>\n<p class=\"translation\">After the Yunnan \u201cDuo-mao-mao\u201d incident happened, online denouncement poured in, wave after wave, like a flood that would wash away the sky. \u00a0This time and again reflects the invisible power of internet amplification.\u00a0 It also shows that public opinion can become a headache for local governmental party committees due to careless handling of sudden incidents.\u00a0 This incident has given party committees a few enlightening responses from online pubic opinion.<\/p>\n<p><strong>Workers&#39; strike<\/strong><\/p>\n<p>A dispute over corporate restructuring left the general manager of a steel company dead on Jul. 24 of last year.\u00a0 Nearly 3000 Workers at Tonggang Group in Jilin Province engaged in violent protest, beating to death General Manager Chen Guojun after dissatisfaction with a restructuring plan.<\/p>\n<p>Blogger Zhengcheng-Manman describes the incident as a \u201crestructuring tragedy.\u201d\u00a0 In a July 2009 <a href=\"http:\/\/blog.sina.com.cn\/s\/blog_413361400100e57l.html\">entry<\/a> the blogger describes the incident.<\/p>\n<blockquote>\n<p>\u4e00\u4f4d\u5728\u73b0\u573a\u7684\u804c\u5de5\u63cf\u8ff0\u8bf4\uff0c\u9648\u56fd\u519b\u8981\u6c42\u5927\u5bb6\u7ed3\u675f\u805a\u96c6\uff0c\u4f46\u968f\u540e\u96c6\u4f1a\u5458\u5de5\u60c5\u7eea\u5931\u63a7\uff0c\u51e0\u4e2a\u4eba\u628a\u4ed6\u62c9\u4e0b\u53f0\u540e\u8fdb\u884c\u7fa4\u6bb4\u3002\u540e\u6765\uff0c\u9648\u56fd\u519b\u8dd1\u5230\u4e00\u4e2a\u4f1a\u8bae\u5ba4\uff0c\u5c06\u95e8\u53cd\u9501\uff0c\u4eba\u7fa4\u7528\u6696\u6c14\u7247\u5c06\u95e8\u7838\u5f00\uff0c\u7ee7\u7eed\u6bb4\u6253\u9648\u3002<\/p>\n<\/blockquote>\n<p class=\"translation\">An employee on the scene said Chen Guojun requested an end to the gathering but the gathered workers then lost control of their emotions, a few of them pulling him from a platform and beating him.\u00a0 Then Chen Guojun ran to a meeting room, locking the door.\u00a0 The crowd used a heating panel to smash the door and continued beating Chen.<\/p>\n<p>Displeased with severance pay, a group 400 steel workers in Henan Province protested a similar corporate reform in August of 2009, taking over the factory floor and holding a party official under duress, reports an article at <a href=\"http:\/\/finance.sina.com.cn\/chanjing\/gsnews\/20090817\/09546624835.shtml\">Sina.com<\/a>.<\/p>\n<p>The Chinese Government will watch these trends carefully in 2010, in the hopes that stimulus driven development will stabilize society and slow this increase in unrest.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Protests, known in Chinese as \u201cmass incidents\u201d, grew fiercer and more violent in 2009, while methods of protest grew in variation, says a Chinese Academy of Social Sciences researcher.
