In Europe\u2019s Promise, Steven Hill explores European approaches to a range of contemporary policy challenges &#8211; from economic policy, to social policy, to health care, to climate change, to foreign policy \u2013 and shows that there is a distinctive \u2018European Way\u2019. \u00a0He also argues convincingly that Americans have much to learn from it. <span id=\"more-66901\"><\/span><\/p>\n<p>Part one of the book describes Europe\u2019s social capitalism. \u00a0The discussion is far ranging, as Hill takes us from the post-War roots of labor-management relations policies in Germany to European reactions to the 2008-09 financial crisis. \u00a0Throughout this section, Hill makes it clear that European countries have established a distinctive approach to capitalism that combines the pursuit of economic growth with a far greater commitment to social cohesion than America\u2019s \u2018Wall Street Capitalism\u2019 allows. \u00a0Along the way, he reveals the economic advantages of labor \u2018co-determination\u2019 and \u2018flexicurity\u2019 policies and highlights how European social policies and childcare policies provide support to European families and reflect real \u2018family values\u2019. \u00a0Of course, generous social policies have to be paid for. \u00a0But Steven Hill shows that the idea that Europeans are taxed to death to support the welfare state is a myth. \u00a0Rather, he shows first that differences in tax rates in Europe and the US are modest when all forms of taxes are considered and second that most Americans are forced to pay out of pocket for many services \u2013 from health, to education, to elderly care &#8211; that are financed by tax revenues in Europe.<\/p>\n<p>After discussing Europe\u2019s social capitalism in general terms, Hill turns to an in depth discussion of health care. Again, he dispels myths and caricatures. \u00a0While many Americans equate \u2018socialized medicine\u2019 with the British National Health Service, Hill shows that France, Germany and other European countries have achieved universal, quality healthcare without a \u2018government takeover\u2019 of the health care system.<\/p>\n<p>Next Hill explores \u2018Sustainable Europe\u2019, focusing on energy and transport policies. \u00a0For those who recall America\u2019s role as a leader on environmental issues in the 1970s, these chapters may make for depressing reading. \u00a0Europe has become a global leader in renewable energy and fuel efficient transport while the US has lagged.<\/p>\n<p>Having surveyed a range of domestic policies, Hill looks at the emerging role of the European Union on the world stage. \u00a0He shows that the increasing integration of Europe has given the member states of the EU a new kind of influence on the world stage.\u00a0 While the EU lacks the military might of the US, it is a superpower in other respects and has enormous influence across a range of issues from global trade talks, to development aid, to democracy promotion.<\/p>\n<p>Hill concludes the book by looking at a number of the major challenges to the \u2018European Way\u2019. Two demographic challenges stand out. Substantial increases in immigration to western Europe have created strains, as countries wrestle with questions of how to integrate new immigrants groups. \u00a0And while there is much political and social resistance to increased immigration, Europe actually needs more people! \u00a0Indeed, immigration has been one of the few trends counteracting the population decline in Europe. \u00a0For the European model to be sustained into the future, countries with extremely low birthrates \u2013 such as Germany and Italy \u2013 will have to introduce policies to encourage greater fertility.<\/p>\n<p><a href=\"https:\/\/www.amazon.com\/dp\/0520261372?tag=firedoglake-20&amp;camp=0&amp;creative=0&amp;linkCode=as1&amp;creativeASIN=0520261372&amp;adid=1GN9E1PADHWP9Y1K1CF7&amp;\"><strong>Europe\u2019s Promise<\/strong><\/a> will be an eye opening read for many Americans. \u00a0As Hill shows, much of the American media coverage of Europe is slanted to reinforce caricatures of the \u2018Old Continent\u2019 \u2013 \u00a0that European economies are inefficient, overtaxed and uncompetitive, and that Europe is deeply divided politically. \u00a0Instead, he demonstrates that the economically advanced democracies of Europe have developed a model of social capitalism and a wide range of public policies that may serve as models for American reformers.<\/p>\n<p class=\"akst_link\"><img decoding=\"async\" src=\"http:\/\/firedoglake.com\/wp-content\/plugins\/share-this\/share-icon-16x16.gif\" alt=\"Share This icon\" \/><a href=\"http:\/\/firedoglake.com\/?p=66901&amp;akst_action=share-this\"  title=\"Email, post to del.icio.us, etc.\" id=\"akst_link_66901\" class=\"akst_share_link\" rel=\"noindex nofollow\">&nbsp;<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>[Welcome Steven Hill, and Host R.
