{"id":321637,"date":"2010-02-15T09:16:29","date_gmt":"2010-02-15T14:16:29","guid":{"rendered":"tag:business.theatlantic.com,2010:\/\/3.35952"},"modified":"2010-02-15T13:27:52","modified_gmt":"2010-02-15T18:27:52","slug":"whats-the-matter-with-new-york","status":"publish","type":"post","link":"https:\/\/mereja.media\/index\/321637","title":{"rendered":"What&#8217;s the Matter With New York?"},"content":{"rendered":"<p>While looking for information on Deval Patrick&#8217;s new idea for controlling costs in Massachusetts (more on which later), I came across <a href=\"http:\/\/www.huffingtonpost.com\/david-jones\/new-york-city-sinks-if-he_b_460625.html\">this opinion piece<\/a> in the Huffington Post, titled &#8220;New York City Sinks If Health Care Reform Fails&#8221;.&nbsp; I find this a bit surprising, because first of all, New York City already has a third of its residents on Medicaid; and second of all, the city already has all the man features of the proposed insurance plan except the mandate.&nbsp; What it doesn&#8217;t have is the taxes, which are likely to fall much more heavily on New Yorkers than almost any other jurisdiction, when you consider the combination of high unionization and high incomes.<\/p>\n<p>This is a question my father has been asking for a while, and I<br \/>\ndon&#8217;t have a good answer for:&nbsp; what is the distribution of the taxes<br \/>\nand benefits for the proposed plans?&nbsp; While whatever pooling benefits<br \/>\narise out of the exchanges and mandate probably stay in state, the<br \/>\nrevenue side probably represents a net transfer from blue states to red<br \/>\nstates.&nbsp; That may be why Scott Brown won an election promising to take<br \/>\ndown the plan (though conservatives would probably argue that the<br \/>\ndeclining popularity of Massachusetts&#8217; own version may have more to do<br \/>\nwith it).&nbsp; <\/p>\n<p>Thomas Frank would no doubt be rolling in his<br \/>\ngrave, except that thankfully as far as I know he&#8217;s still alive and<br \/>\nwell.&nbsp; Does the political economy of this represent something<br \/>\nfundamentally wrong with American politics?&nbsp; Or is it a tribute to our<br \/>\nadmirable willingness to look beyond parochial self-interest?<br clear=\"both\" style=\"clear: both;\"\/><br \/>\n<br clear=\"both\" style=\"clear: both;\"\/><br \/>\n  <a style='font-size: 10px;
