Evan Bayh<\/p>\n<p><a href=\"http:\/\/voices.washingtonpost.com\/thefix\/senate\/evan-bayh-to-retire.html\">Indiana Sen. Evan Bayh will not seek re-election this year, a decision that hands Republicans a prime pickup opportunity in the middle of the country.<\/a><\/p>\n<p><\/p>\n<p>&ldquo;After all these years, my passion for service to my fellow citizens is undiminished, but my desire to do so by serving in Congress has waned,&rdquo; Bayh will say.<\/p>\n<p>As I said when <a href=\"http:\/\/feeds.grist.org\/article\/2010-01-06-sen.-byron-dorgan-to-retire\">Sen. Dorgan (D-N.D.) announced<\/a> in January he would retire, what&rsquo;s bad news for the Dems in the longer term could be good news for the climate bill in the short term.<\/p>\n<p><\/p>\n<p>Nate Silver had given Bayh a <a href=\"http:\/\/climateprogress.org\/2009\/07\/14\/who-are-the-swing-senators-for-climate-clean-energy-bill\/\">&ldquo;Probability of Yes&rdquo; vote of 46%<\/a>, but recently, Bayh has been sounding much more squeamish, as in this E&amp;E Daily <a href=\"http:\/\/www.eenews.net\/EEDaily\/2010\/01\/28\/archive\/1?terms=Bayh\">interview<\/a> (sub req&rsquo;d) a few weeks ago:<\/p>\n<p><\/p>\n<p>Sen. Evan Bayh (D-Ind.) urged Obama to scale back his effort on climate.<\/p>\n<p><\/p>\n<p>&ldquo;I think this is a very difficult time, given the state of the economy,&rdquo; Bayh said. &ldquo;And the lack of a firm commitment on the part of other nations. That makes it more difficult. That&rsquo;s not to say progress can&rsquo;t be made. If I were advising the president, I would focus on <strong>energy security, job creation in the energy space that would have the additional advantage of helping to address carbon emissions but do it an economically friendly way<\/strong>.&rdquo;<\/p>\n<p>Memo to Bayh:&nbsp; That&rsquo;s what the bipartisan climate bill does!<\/p>\n<p><\/p>\n<p>In fact, we have firm commitments from just about every major country in the world besides ours (see &ldquo;<a href=\"http:\/\/climateprogress.org\/2010\/02\/09\/progress-from-the-copenhagen-accord\/\" rel=\"bookmark\" title=\"Permanent Link to Progress from the Copenhagen Accord\">Progress from the Copenhagen Accord<\/a>&#8221;).<\/p>\n<p><\/p>\n<p>An energy-only bill doesn&rsquo;t help address carbon emissions, it would only <a href=\"http:\/\/feeds.grist.org\/article\/2010-02-11-good-climate-policy-is-responsible-fiscal-policy\/\">add to the budget deficit<\/a>, it would be too small in scale to generate many jobs or compete with our hyper-charged competitors, who aren&rsquo;t squeamish about making major investments to push clean energy and reduce emissions (see &ldquo;<a href=\"http:\/\/climateprogress.org\/2009\/07\/30\/clean-energy-race-waxman-markey-climate-bill-grist-magazine-the-breakthrough-institute\/\" rel=\"bookmark\" title=\"Permanent Link to The only way to win the clean energy race is to pass the clean energy bill\">The only way to win the clean energy race is to pass the clean energy bill<\/a>&#8221;).<\/p>\n<p><\/p>\n<p>It&rsquo;s a sad commentary on moderate Dems that they don&rsquo;t even have the backbone on&#8212;or understanding of&#8212;the solution to the central issue of our time that one of the most conservative Republicans does:<\/p>\n<p><a href=\"http:\/\/climateprogress.org\/2010\/02\/03\/energy-only-bill-lindsey-graham-half-assed\/\" rel=\"bookmark\" title=\"Permanent Link to Stick a fork in the energy-only bill: Lindsey Graham (R-SC) slams push for a &ldquo;half-assed energy bill&rdquo;\">Stick a fork in the energy-only bill: Lindsey Graham (R-S.C.) slams push for a &ldquo;half-assed energy bill&rdquo;<\/a><br \/><a href=\"http:\/\/climateprogress.org\/2010\/01\/31\/lindsey-graham-price-for-carbon-china-dominate-the-green-economy-clean-energy-jobs\/\" rel=\"bookmark\" title=\"Permanent Link to Lindsey Graham:  &ldquo;Every day that we delay trying to find a price for carbon is a day that China uses to dominate the green economy.&rdquo;\">Graham: &ldquo;Every day that we delay trying to find a price for carbon is a day that China uses to dominate the green economy&rdquo;<\/a><br \/><a href=\"http:\/\/climateprogress.org\/2010\/01\/28\/lindsey-graham-price-carbon-not-serious-about-energy-independence-clean-air\/\" rel=\"bookmark\" title=\"Permanent Link to Lindsey Graham:  &ldquo;The idea of not pricing carbon, in my view, means you&rsquo;re not serious about energy independence.
