Introduced by Sen. Mitch Seabaugh, R Sharpsburg, the bill was presented in a committee meeting that lasted nearly three hours Monday.  The &quot;committee substitute&quot; to Senate Bill 308 incorporated changes answering some concerns that had been raised since the bill was originally introduced. &quot;Legislation goes through a process.
