DESCRIPTION
\n<\/strong>
\nDevelop, coordinate and execute a comprehensive renewable energy strategy for NAWCWD that is compatible with our research, development, acquisition, test and evaluation (RDAT&E) mission. Conduct environmental assessments and analysis in accordance with federal and state environmental regulations and AF Instructions in support of one of the following three program areas: hazardous waste and emissions compliance, conservation programs (including natural and cultural resources, permitting, environmental impact assessment), and environmental restoration programs. Create project descriptions for next fiscal year and out-years, develop estimates and budgets, and enter projects into AF budget programming database. Develop and implement plans and projects. Provide expert-level technical advisory assistance and negotiation support to government. <\/p>\nEducation Desired\/Required:<\/strong><\/em><\/p>\n\n- BS\/BA degree required along with 15 years specific experience as outlined below; or<\/li>\n
- MS\/MA degree required along with 12 years of specific experience; or<\/li>\n
- PhD required along with 10 years specific experience.<\/li>\n<\/ul>\n
E<\/strong><\/em>xperience Required:<\/strong><\/em><\/p>\n\n- Expert-level knowledge of federal and state laws and regulations, DoD Instructions and Policies, and Air Force Instructions as related to environmental program requirements.<\/li>\n
- Key regulatory and guidance structures include: Clean Air Act Amendments, Resource Conservation and Recovery Act, Clean Water Act, Emergency Planning and Community Right-to-Know Act, National Environmental Policy Act, California Environmental Quality Act, Endangered Species Act, and Comprehensive Environmental Response, Compensation, and Liability Act.<\/li>\n
- Expert-level knowledge in one of the physical sciences or environmental disciplines. Physical sciences and environmental disciplines include: chemistry and chemical engineering, geology, hydrology, biology, archaeology, civil and industrial engineering, community planning, and business process analysis and management.<\/li>\n
- Business process analysis and project management training are highly desirable.<\/li>\n
- Ability to provide expert-level review of technical documents submitted by consultants and contractors.<\/li>\n
- Ability to review, analyze, coordinate, and, if necessary, mitigate renewable energy proposals for the local region which could possible affect the NAWCWD mission.<\/li>\n
- Ability to partner with regional cross-service military installations and activities for efficiencies on renewable energy projects.<\/li>\n
- Ability to evaluate energy-related technologies for applicability to local requirements.<\/li>\n
- Previous knowledge of and ability to stay apprised of energy-related technological developments and facilitate transition from research and development to applications.<\/li>\n
- Ability to be a key player in the emerging Navy Energy Strategy.<\/li>\n
- Previous experience providing expert-level negotiation support in meetings with federal, state, and local regulatory agencies. <\/li>\n<\/ul>\n
