Public outcry over the mayor&#8217;s contention that all strays should be killed has led to some positive steps, including the creation of a task force whose aims are building an animal shelter, enforcing vaccination requirements and cracking down on dog sales. Our colleague Chris Kraul has the details; here&#8217;s an excerpt:<\/em><\/p>\n<p><a href=\"http:\/\/latimesblogs.latimes.com\/.a\/6a00d8341c630a53ef01310f1ee45f970c-pi\" style=\"float: right;\"><img decoding=\"async\" alt=\"Dogs\" border=\"0\" class=\"asset asset-image at-xid-6a00d8341c630a53ef01310f1ee45f970c \" src=\"http:\/\/latimesblogs.latimes.com\/.a\/6a00d8341c630a53ef01310f1ee45f970c-800wi\" style=\"margin: 5px;\" title=\"Dogs\"><\/img><\/a> Listening to yet another constituent complain about the thousands of<br \/>\nneglected, scruffy mutts that prowl the streets of his town, Mosquera<br \/>\nMayor Luis Alvaro Rincon went ballistic. &quot;A street dog,&quot; he ground out,<br \/>\n&quot;is a dead dog.&quot;<\/p>\n<p>\nHis fist pumping and voice rising as applause at the community<br \/>\ngathering grew, he said, &quot;It&#8217;s an order. Round them up and kill them!&quot;<\/p>\n<p>Rincon&#8217;s<br \/>\nexasperation last summer was in some ways understandable. This suburb<br \/>\nof Bogota has long been a dumping ground for canines whose owners are<br \/>\ntoo uninterested or financially strapped to care for them. Now there<br \/>\nmay be 30,000 stray dogs here and in two adjoining suburbs, Madrid and<br \/>\nVaca.<\/p>\n<p>&quot;I know environmentalists won&#8217;t like it, but if they<br \/>\ndon&#8217;t, they should come to Mosquera and take a dog home with them,&quot;<br \/>\nRincon said.<\/p>\n<p>Driving around the Porvenir Rio barrio, one gets<br \/>\nthe impression that there are more dogs than people.
