Harry Reid in Nevada today, President Obama &#8220;<a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/n\/a\/2010\/02\/19\/national\/a030548S17.DTL&amp;type=printable\" >made a fervent pitch<\/a>&#8221; for passing a healthcare reform bill &#8212; and for the so-called summit with Republican and Democratic members of Congress next week.<\/p>\n<p>As <a href=\"http:\/\/www.themediaconsortium.org\/2010\/02\/10\/weekly-pulse-obama-stalls-for-time\/\" >Lindsay Beyerstein concisely pointed out<\/a> out two weeks ago, a key reason for announcing the summit was to provide &#8220;<em>a delaying tactic&#8230; while Congressional Democrats wheel and deal furiously behind the scenes<\/em>,&#8221; giving Obama the appearance of taking the political initiative while Pelosi, Reid, et al. were busy trying to push the sausage of healthcare reform through the legislative meat grinder.<\/p>\n<p>But it&#8217;s also an intentional PR trap in the wake of Obama&#8217;s successful recent Q&amp;A with GOP House members. A <a href=\"http:\/\/www.nytimes.com\/2010\/02\/19\/health\/policy\/19health.html?emc=eta1&amp;pagewanted=print\" >New York Times<\/a> article this morning sums up the strategy behind bringing a specific proposal before the summit:<\/p>\n<blockquote>\n<div class='wbq'>\n<p>\u201cIt will be a reconciliation bill,\u201d one Democratic aide said. \u201c<strong>If Republicans don\u2019t come with any substantial offers, this is what we would do.<\/strong>\u201d<\/p>\n<\/div>\n<\/blockquote>\n<p>And, of course, we all know how likely it is that the Republicans will screw things up by actually offering a substantial proposal.\u00a0 They can&#8217;t help themselves, and <a href=\"http:\/\/www.implu.com\/government_news\/4\/122190\" >Obama knows it<\/a>:<\/p>\n<blockquote>\n<div class='wbq'>\n<p>The Republicans say they&#8217;ve got a better way of doing it. So I want them to put it on the table &#8212; (applause) &#8212; because as I told them &#8230; I&#8217;m not an unreasonable guy. (Laughter.) <strong>If you show me that you can do the things we just talked about<\/strong> &#8212; protect people from insurance problems, make sure that the costs are controlled, and people who don&#8217;t have health insurance are covered &#8212; <strong>and you can do it cheaper than me, then why wouldn\u2019t I do that?<\/strong> I&#8217;ll just grab your idea and say, great, and take all the credit. I&#8217;d be happy to do it. (Applause.)<\/p>\n<p>So show me what you got. But don&#8217;t let the American people go another year, another 10 years, another 20 years without health insurance reform in this country. (Applause.)<\/p>\n<\/div>\n<\/blockquote>\n<p>Whatever political flaws he&#8217;s shown in the past year &#8212; and we&#8217;re all too painfully familiar with them &#8212; Obama is good at making himself seem like the reasonable alternative to Republicans&#8217; ideological rigidity.\u00a0 So, it&#8217;s not a bad idea to set up a public reminder just before Congress takes action.<\/p>\n<p>I mean, uhh&#8230; they <em>are<\/em> going to take action, right?\u00a0 Right?<span id=\"more-68178\"><\/span><\/p>\n<p>Personally, I think so.\u00a0 The actual proposal may be <a href=\"http:\/\/news.firedoglake.com\/2010\/02\/19\/health-care-draft-for-summit-looks-like-health-care-compromise-from-a-month-ago\/\" >rather timid<\/a> at first glance, but even if that is unsatisfactory, there&#8217;s a rare opening for progressive public opinion to be heard to make it better.\u00a0 In a bit of kabuki we&#8217;ve seen before, the White House is saying <a href=\"http:\/\/thehill.com\/blogs\/blog-briefing-room\/news\/82065-sebelius-administration-may-fight-for-public-option\" >they&#8217;ll back a public option<\/a> if Harry Reid thinks a majority of the Senate will support one, and Reid is <a href=\"http:\/\/theplumline.whorunsgov.com\/health-care\/breaking-reid-signals-support-for-reconciliation-vote-on-public-option\/\" >suggesting that he&#8217;ll push for one<\/a> if the Obama administration will back him up.<\/p>\n<p>So, what&#8217;s needed now is a push from the rabble (as in, us) to call both bluffs at the same time.\u00a0 If Harry Reid can read <a href=\"http:\/\/www.dailykos.com\/statepoll\/2010\/1\/20\/NV\/432\" >his poll numbers<\/a>, he knows how much (or, to be more accurate, how little) rhetorical support for a vaporware public option does for his prospects of survival.\u00a0 And a few months ago, <a href=\"http:\/\/fdlaction.firedoglake.com\/2009\/10\/16\/will-reid-submit-to-the-tyranny-of-the-five\/\" >Tom Harkin said there were 52 solid Democratic votes<\/a> in the Senate for a public option.\u00a0 Perhaps we should ask him now for those 52 names, and figure out how to push those that are wavering?<\/p>\n<p>The most effective path in terms of <a href=\"http:\/\/firedoglake.com\/2009\/09\/25\/howard-dean-reconciliation-will-cause-public-option-to-be-available-sooner\/\" >both politics and policy<\/a> has been obvious for months now.\u00a0 All they need is the courage to do it.\u00a0 If Obama and the Democratic leaders in Congress play this right (for once), next week&#8217;s public dialogue might be a tool to provide that courage.<\/p>\n<p class=\"akst_link\"><img decoding=\"async\" src=\"http:\/\/firedoglake.com\/wp-content\/plugins\/share-this\/share-icon-16x16.gif\" alt=\"Share This icon\" \/><a href=\"http:\/\/firedoglake.com\/?p=68178&amp;akst_action=share-this\"  title=\"Email, post to del.icio.us, etc.\" id=\"akst_link_68178\" class=\"akst_share_link\" rel=\"noindex nofollow\">&nbsp;<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Stand back, ladies and gentlemen, it appears that the fight for&#8230; um, whatever&#8230; is starting.\u00a0 Appearing at a photo op town-hall meeting with Sen.
