But Will it Work?"},"content":{"rendered":"<p>Witness the fruits of bipartisanship! The Senate jobs bill passed a key hurdle yesterday with five Republican votes, including newly minted GOP Sen. Scott Brown of Massachusetts. This wasn&#8217;t the crucial vote, mind you, but rather a vote to allow voting. Yet the press is treating the event not unlike a solar eclipse. Read only the headlines, you could be forgiven for thinking the official name of the Senate bill was in fact the <i>Scott Brown Voted For This! Act.<\/i><\/p>\n<p>Indeed, the news is all about Brown casting one of the five rank-breaking votes. He <a href=\"http:\/\/news.google.com\/news\/url?sa=t&amp;ct2=us%2F6_0_s_0_0_t&amp;ct3=MAE4AUgAUABqAnVzegFu&amp;usg=AFQjCNHqqtJNDYlcqtBBE51Mk3oEkm7dNA&amp;sig2=uMrjqkHLH1EME3VKlrDREg&amp;cid=8797506479475&amp;ei=kiaES6DrOoLWlQfSiY70AQ&amp;rt=HOMEPAGE&amp;vm=STANDARD&amp;url=http%3A%2F%2Fwww.washingtonpost.com%2Fwp-dyn%2Fcontent%2Farticle%2F2010%2F02%2F23%2FAR2010022300338.html\">revived the moderate Republican wing! <\/a>He is the twinkle in <a href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;oi=news_result&amp;ct=res&amp;cd=1&amp;ved=0CAYQqQIwAA&amp;url=http%3A%2F%2Fvoices.kansascity.com%2Fnode%2F7726&amp;ei=uCuES9nWDI2x8Qb7oLydAg&amp;usg=AFQjCNGLSn-Ouiu_-jI-6poXHI-roWrVvg&amp;sig2=pjzIw7a_FEks0LOf2aYINw\">the faint glimmer of bipartisanship!<\/a> He cast a hard vote for America, <a href=\"http:\/\/www.cbsnews.com\/blogs\/2010\/02\/23\/politics\/politicalhotsheet\/entry6235168.shtml\">hateful Facebook messages be damned!<\/a> <a href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;oi=news_result&amp;ct=res&amp;cd=1&amp;ved=0CAgQqQIwAA&amp;url=http%3A%2F%2Fwww.cbsnews.com%2Fblogs%2F2010%2F02%2F23%2Fpolitics%2Fpoliticalhotsheet%2Fentry6235168.shtml&amp;ei=eyuES7D7OJLO8QbS05S4Ag&amp;usg=AFQjCNEif9pYE1PgfGIqBPL09lPdW7R7hg&amp;sig2=SgNB3P2ikY0VENainbLUtA\"><\/a> <i>Know hope.<\/i><\/p>\n<p>So this jobs bill. Does it do anything?<\/p>\n<p><i>Eh<\/i>, would be my answer. To provide some context, this bill is<br \/>\nSen. Harry Reid&#8217;s $15 billion response to the Sens. Baucus and<br \/>\nGrassley&#8217;s $85 billion bipartisan retort to the House Democrats&#8217; $150<br \/>\nbillion jobs plan. It&#8217;s like the baby girl within the <a href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;ct=res&amp;cd=6&amp;ved=0CBoQFjAF&amp;url=http%3A%2F%2Fwww.huffingtonpost.com%2F2009%2F12%2F16%2Fhouse-jobs-bill_n_395107.html&amp;ei=BS2ES-21KIyW8Ab52ZjGAg&amp;usg=AFQjCNFka9Uk3hydDvey5JgkM_JRpaTGGw&amp;sig2=D9plCqhHpt4fIegP13KtEg\">Russian nested dolls<\/a>,<br \/>\nsharing the resemblance, if not the impressiveness, of its babushkas.<br \/>\nTo get a read on how many jobs it could produce, we turn to a <a href=\"http:\/\/cboblog.cbo.gov\/?p=468\">helpful blog post<\/a> by Doug Elmendorf of the CBO:<\/p>\n<blockquote><p>Through its effects on wages, prices, and profits,<br \/>\nthe policy would add 8 to 18 cumulative years of full-time-equivalent<br \/>\nemployment in 2010 and 2011 per million dollars of total budgetary<br \/>\ncost, measured in terms of lost revenues. Thus, the budgetary cost of<br \/>\nincreasing employment by one full-time person for one year would<br \/>\nprobably be between $56,000 and $125,000.\n<\/p><\/blockquote>\n<p> By the CBO&#8217;s count, $15 billion could create the equivalent of 120,000<br \/>\nand 270,000 full-time jobs for one year. That&#8217;s not chump change. But<br \/>\nthe country would need <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/article\/2010\/02\/05\/AR2010020501445.html\">200,000<\/a> new jobs created <i>each month for the next seven years<\/i><br \/>\nto hit 5 percent unemployment by 2017. We&#8217;re not talking about a game<br \/>\nchanging policy.
