So, with the 2010 deadline looming, what&#8217;s in store for the renewable energy sector in the post-stimulus era?<span id=\"more-6604\"><\/span><\/p>\n<p>The short answer, don&#8217;t expect Washington to close the money tap anytime soon, says Edwin Feo, a partner overseeing Milbank, Tweed&#8217;s cleantech practice. He was speaking at a panel at the <a href=\"http:\/\/www.renewableenergyworld-events.com\/index.html\" >Renewable Energy World Conference<\/a>, which ended today in Austin, Texas.<\/p>\n<p>Incentives like investment and production tax credits are not going away, he says. And Capitol Hill is moving to extend the cash grants.<\/p>\n<p>On the Senate side,\u00a0<a href=\"http:\/\/greenenergyreporter.com\/2009\/12\/senators-push-to-extend-direct-cash-grants-until-2012\/\" >Senators Dianne Feinstein, (D-Calif.), and Jeff Merkley, (D-Ore.) recently introduced<\/a> a measure that would extend the grants until 2012. That&#8217;s likely the scenario favored by renewable energy companies. Ironically, <a href=\"http:\/\/greenenergyreporter.com\/2009\/10\/the-spanish-armada-is-coming-acciona-lands-u-s-army-contract-for-500-mw-solar-farm\/\" >so far these grants have mostly benefited European companies<\/a>.<\/p>\n<p>On the House side bill <a href=\"http:\/\/thomas.loc.gov\/cgi-bin\/query\/z?c111:H.R.4599:\" >H.R. 4599 was introduced earlier this month<\/a>.\u00a0 The legislation would actually change the cash grants into\u00a0refundable tax credits.\u00a0 Renewable energy companies would apply for these credits\u00a0as part of their standard tax filing.<\/p>\n<p>Project finance bankers like the\u00a0grants, points out Feo, and have been willing to lend against them.<\/p>\n<p>A banker at a New York investment bank tells GER that without the direct cash grants, &#8220;lots of renewable energy projects would have been dead on arrival.&#8221; Feo ponders:\u00a0 &#8220;It will be interesting to see how they [banks] work under a tax refund regime.&#8221;<\/p>\n<p>The money these days, at least amongst the bankers we informally polled,<a href=\"http:\/\/twitter.com\/greenenergyrep\/status\/9592021436\" > is on an extension of the grants<\/a>.<\/p>\n<p>Regarding other government funding streams, Milbank, Tweed&#8217;s Feo says he does not expect tax equity investments to grow much over the next year as traditional tax equity investors\u00a0 &#8212; mostly financial services firms &#8212; remain cautious. He points out that even before the global financial crisis, &#8220;the tax equity market was never that deep.&#8221;<\/p>\n<p>Overall, as GER has reported before (see, <a href=\"http:\/\/feedproxy.google.com\/~r\/GreenEnergyReporter\/~3\/2010\/02\/post-stimulus-funding-still-hard-to-get\/\" >here<\/a> or <a href=\"http:\/\/feedproxy.google.com\/~r\/GreenEnergyReporter\/~3\/2010\/02\/renewable-energy-financing-green-presidents-and-rice-powered-electricity\/\" >here<\/a>), the crazy times experienced from 2006 to 2008 are done.\u00a0 &#8220;The days of thin covenants are over,&#8221; Piper Jaffray project finance banker Tina Neal says, in a sober assessment of the market.\u00a0 &#8220;Credit committees are now actually paying attention,&#8221; adds another banker, speaking to GER on the side of the conference.
