Health care reform is not. President Obama pushed and prodded and repartee&#8217;d with Republicans over cost control and insurance expansion but at the end of the day, the summit produced nothing except a reminder that health care reform is still onerous and a long shot. <\/p>\n<p>I expected my reaction to the health care summit to be more complicated. It&#8217;s not. I have three things to say, and they&#8217;re all pretty straightforward. Nobody won. Bipartisanship died again. And the ball is still with the House.<\/p>\n<p><b>1) Bipartisanship Fail.<\/b> This whole game just reminds me how<br \/>\nmisguided and damaging the bipartisan Baucus strategy was last year.<br \/>\nDemocrats want to raise taxes to pay for health care expansion.<br \/>\nRepublicans don&#8217;t want to raise taxes, period. That&#8217;s it. Then end.<br \/>\nThere is no more debate to have. <\/p>\n<p>It&#8217;s informative to<br \/>\nlearn that there is <a href=\"http:\/\/www.google.com\/url?sa=t&amp;source=web&amp;ct=res&amp;cd=1&amp;ved=0CAgQFjAA&amp;url=http%3A%2F%2Fvoices.washingtonpost.com%2Fezra-klein%2F2010%2F02%2Ffive_compronises_in_health_car.html&amp;ei=KP2HS63mM9aOtgeD0PmYDw&amp;usg=AFQjCNFFOAA_s-v6SqVgm1K0BYfB1uTqiw&amp;sig2=YY7NwUUYvardmZDumjZ_RQ\">small-ball overlap<\/a><br \/>\nbetween the parties&#8217; health<br \/>\nreform ideas, but they&#8217;re beside the point. It&#8217;s like a car salesman<br \/>\ntrying to sell a stretch Hummer to somebody who wants a sedan, and<br \/>\nsaying, &#8220;But this stretch Hummer has seats, and radio, and carpeted<br \/>\nfloors, and power windows; it&#8217;s just like that sedan you want!&#8221; It <i>does<\/i> have all those things. And it&#8217;s <i>still<\/i> a stretch Hummer. Democrats wasted months selling this plan to a non-buyer.<\/p>\n<p><b>2) Nobody won.<\/b> Yesterday I compared the summit to a musical<br \/>\ntheater revival where everybody knows the songs and the dance numbers,<br \/>\nbut we&#8217;re watching for transcendent performances. The summit was a good<br \/>\nreminder that there are no transcending performances in health care<br \/>\nreform. It&#8217;s too damn complicated and ponderous to make a splash, like<br \/>\nhitting a home run off a knuckle ball. Next week, this summit will sink<br \/>\nback into the sea of health care reform events and we&#8217;ll be back at square one, with the rotten poll numbers and the Democratic supplications. <\/p>\n<p><b>3) Ball&#8217;s in Your Court, House. <\/b>House Democrats know what the<br \/>\npolls look like, and they&#8217;ll bite the bullet if party leadership makes<br \/>\nthe case that this vote isn&#8217;t poll numbers today, but rather about<br \/>\nbuilding a <a href=\"http:\/\/www.tnr.com\/article\/politics\/poll-tax\">narrative of accomplishment<\/a> rather than settling with a<br \/>\nstory of party failure in November.
