The programmer communities that designed those applications (and the Internet they mostly ride) developed principles and practices that are broadly useful. These include keeping the code and the conversations completely open to outsiders, governance and licensing models, and platform and interoperability strategies.<\/p>\n<p>We have an opportunity to take a quick, deep dive into a particular situation where these dynamics are at work.<span id=\"more-1338\"><\/span><\/p>\n<p><a rel=\"nofollow\"  href=\"http:\/\/en.wikipedia.org\/wiki\/Brian_Behlendorf\">Brian Behlendorf<\/a> was part of the original Apache web server community. Now he&#039;s helping the U.S. Dept. of <a rel=\"nofollow\"  href=\"http:\/\/www.hhs.gov\">Health and Human Services<\/a> apply open-source principles to health IT.
