The concessions include:<\/p>\n<p>1) An additional emphasis on pilot programs designed to rein in medical malpractice costs.<\/p>\n<p>2) Higher Medicaid payments to tackle <a href=\"http:\/\/washingtonindependent.com\/68133\/dems-health-bills-keep-medicaid-funding-flaw-intact\" >the trend<\/a> of doctors refusing to treat low-income patients.<span id=\"more-78088\"><\/span><\/p>\n<p>3) Anti-fraud programs featuring investigators impersonating patients.<\/p>\n<p>4) An expansion of personal health savings accounts.<\/p>\n<p>The AP&#8217;s Erica Werner notes\u00a0the asterisk necessarily accompanying Obama&#8217;s maneuver:<\/p>\n<blockquote>\n<p>Obama&#8217;s announcement is not likely to win any votes from Republicans. Nor is there any guarantee that Democratic leaders will agree to incorporate the administration&#8217;s suggestions in revised legislation.
