By Greg Nelson"},"content":{"rendered":"<div>Los Angeles, Tuesday, March 2, 2010<\/p>\n<p>\n<a href=\"http:\/\/www.lm-eblast.com\/email-manager\/link.php?M=145113&amp;N=313&amp;L=712&amp;F=H\" ><font color=\"#000080\">Let&#8217;s Streamline This Joint!<\/font><\/a> <font color=\"#ff0000\"><font color=\"#ff0000\"><b>DONE<\/b><\/font><\/font><br \/>\n<i>By Greg Nelson<\/i><\/p>\n<p>Before a rainy day crowd of 80 or so neighborhood council activists, Deputy Mayor Larry Frank explained that one of the main reasons for trimming down the Department of Neighborhood Empowerment and consolidating it with the Community Development Department was that the councils had become &#8220;over-regulated, over-lawyered, and over-bureaucratized.&#8221;<\/p>\n<p>And with that, Frank established a new bond with the grassroots.<\/p>\n<p>Some applauded. Some shed tears of joy.
