Bill Halter (D) is mounting a primary<br \/>\nchallenge against conservative Democrat Blanche Lincoln for the U.S. Senate<br \/>\nseat she&#8217;s held for two terms.<\/p>\n<p><\/p>\n<p>Environmentalists and progressives <a href=\"http:\/\/www.politico.com\/news\/stories\/0310\/33880.html\">have it in for<br \/>\nLincoln<\/a>, angry over her opposition to high-profile Democratic issues like a<br \/>\npublic option in health care and cap-and-trade.<br \/>\nThe Sierra Club is <a href=\"http:\/\/action.sierraclub.org\/site\/MessageViewer?em_id=163181.0\">running<br \/>\nads bashing her<\/a> for trying to stall new fuel-economy rules on behalf of Big<br \/>\nOil. (She&#8217;s been the top recipient of <a href=\"http:\/\/www.opensecrets.org\/politicians\/industries.php?cid=N00008092&amp;cycle=2010\">campaign<br \/>\ncontributions from the oil and gas sector<\/a> for the past five years.) MoveOn is sending emails calling Lincoln &#8220;one<br \/>\nof the worst Democratic senators&#8221; and urging its members to donate to Halter.<\/p>\n<p><\/p>\n<p>Recently named to the <a href=\"http:\/\/www.actgreen.com\/2010\/01\/lcv-names-sen-lincoln-ex-rep-pearce-to.html\">League<br \/>\nof Conservation Voters&#8217; &#8220;Dirty Dozen,&#8221;<\/a> Lincoln has taken heat for working<br \/>\nto block the EPA from regulating greenhouse-gas emissions. She was also one of<br \/>\n10 Democrats who contributed to the downfall of the Lieberman-Warner Climate<br \/>\nSecurity Act in 2008. Along with other swing-vote senators, Lincoln <a href=\"http:\/\/www2.grist.org\/gristmill\/images\/user\/6337\/climate_letter.pdf\">signed<br \/>\na letter<\/a> [PDF] outlining the reasons she would not support the bill. MoveOn, unions, and other liberal groups have helped him amass a war chest of more<br \/>\nthan $5 million, but he&#8217;s managed to get this far with little mention of the<br \/>\nenvironment. His <a href=\"http:\/\/www.billhalter.com\/\">campaign website<\/a> is<br \/>\ndecidedly ambiguous on climate and energy, focusing instead on education and<br \/>\njobs.<\/p>\n<p><\/p>\n<p>Bill HalterIn an interview with Talking Points Memo, <a href=\"http:\/\/tpmdc.talkingpointsmemo.com\/2010\/03\/true-blue-tpm-asks-bill-halter-how-progressive-are-you.php\">Halter<br \/>\nglosses over environmental issues<\/a>. He gives a blunt &#8220;no&#8221; when asked if he<br \/>\nwould share Lincoln&#8217;s position on blocking the EPA from regulating greenhouse<br \/>\ngas emissions, but remains vague about cap-and-trade, a point not lost on TPM:<\/p>\n<p>On the issues,<br \/>\nHalter often came down on the left-hand side of the line. He told me he likes<br \/>\ncandidates that talk specifics and in most cases he put his money where his<br \/>\nmouth was, offering detailed answer on a number of policy fronts. One notable<br \/>\nexception was cap-and-trade, where &#8230; he didn&#8217;t offer a specific policy stance,<br \/>\ninstead talking at length about developing alternative energy resources to<br \/>\nbetter the environment and the economy. But he said &#8220;there are significant<br \/>\nchanges that need to be made&#8221; to the House cap-and-trade bill before he<br \/>\ncould support it. Halter ended our interview before he had a chance to elaborate<br \/>\non what those &#8220;significant changes&#8221; are.<\/p>\n<p>Whoever wins the nomination will face a tough<br \/>\ngeneral-election race against the likely Republican nominee, U.S. Rep.
